Present: Councilmembers Anderson, Clevenger, Hlava, Peterson . Absent: Councilmember Moyles Staff present: city Manager Peacock 1. Regional Transportation Improvement Plan Santa Clara county Priority Projects It was agreed that a strong letter be sent favoring upgrading of priority for Santa Clara County Projects to MTC. The letter to emphasize the concept of credit for local matching funds and not downgrading projects which are segmented for funding oconvenience. 2. Structure and Focus of County Transportation Commission It was agreed to correspond to Supervisor McKenna the City's preferred restructuring scheme as follows: 1. One representative from each City in the County to constitute the entire Commission. 2. Voting authority to be equally weighted. 3. The Commission to be organized on a service basis with a j] committee system similar to the I.G.C. · 4. Discussion as to taxing authority be deferred until restructuring is accomplished. 5. It would be impractical, inappropriate and premature for the Commission to involve itself in the land use/transportation linkage question. JOINT MEETING WITH PLANNING COMMISSION - 7:30 P.M. Present: Planning Commissioners Burger, Tucker, Kolstad, Guch, Siegfried, Harris Absent: Planning Commissioner Clay Staff present: City Attorney Toppel, Planner Katy Caldwell 3. Proposed ordinance amending and adding certain sections to the City Code relating to modifications of building plans and development conditions. After some discussion, there were no suggested modifications to the draft ordinance. 4. Revised Village zoning Discussion centered on potential ways to take development standards into account as a part of the new H-C Zone, which would encourage preservation of Designated Heritage Resources. It was agreed that a statement in the zoning section of the Village Specific Plan should be included to reflect the City's policy to this zoning orientation. The City Council was requested to be certain that the Heritage Preservation Commission understands that whatever proposals it makes relating to encouragement of the preservation of Designated Heritage Resources in the Village area are not to be construed as being applicable to other areas of the City, i.e. no conversion of residential to commercial use. It was suggested that staff undertake an orientation program for the Heritage Preservation Commission to familiarize the members with constraints placed on the City and Planning Commission by existing laws and previous approvals. It was agreed that in adopting the Village Specific Plan the exact boundary of the area to be considered the Village be specified. 5. Evaluation of design review ordinance revisions Four objectives to the ordinance revisions were identified: o Simplify and speed up the development review process. o Reduce the size and bulk of new residential development. o Get people out of the process who didn't really need to be in the process. o Make it easier for applicants who will build within all the standards to get through the process. Four indices for evaluation were identified. These were: o Comparison of cases brought up six months prior to the revision and six months after. o Site committee cases now being handled by staff. o Time difference to handle cases administratively compared to how similar cases were handled before. o Amount of time being saved at Planning Commission meetings. Staff was requested to develop such other indices as it felt relevant to the task at hand. Other suggestions for followup were also agreed on as follows: o The Commission should develop design guidelines for substandard lots. o City Attorney to prepare an amendment to the ordinance requiring design review hearing for all new or expanded dwellings which are single story and exceed 18 feet in height. An evaluation cutoff date of July 1, 1988, was agreed to, with the evaluation report due to the Commission and Council in early Aguust. The Commission requested an article in the next issue of the Saratogan on rules for tree permits. 7. The meeting was adjourned at 9:05 p.m. Respectfully submitted, ~er~<ac°c~kj~
