SARATOGA CITY COUNCIL
TIME: Tuesday, August 9, 1988
PLACE: Community Center, 19655 Allendale Avenue
TYPE: Adjourned Regular Meeting
The meeting was called to order at 6:10 p.m.
Roll Call: Councilmembers Clevenger, Moyles, Peterson, Stutzman, and
Mayor Anderson present.
Noise Element Review
The Council continued its review of the proposed Noise Element to the
General Plan as recommended by the Planning Commission. After
extensive discussion with staff and the consultants a number of
changes were made to the proposed general plan element. These
revisions are to be incorporated into the final document for adoption
by the City Council on August 17, 1988, at its regular meeting.
Discussion with Chamber of Commerce Board of Directors
Adrian Stanga, President of the Chamber Sf Commerce indicated it was
the Chamber's desire to improve communication and the relationship
between the Chamber and the City so all could work together to
improve the business climate in the City. A lengthy discussion
ensued concerning problems with the maintenance of the Argonaut
Shopping Center. Merchants indicated that having Safeway open 24
hours a day improved the safety and security for all stores in the
Center. The trash problem has existed 'for nine years, and the
community needs to be educated about illegal dumping. Much of the
problem is not just trash, but junk and discarded furniture and
appliances as well. It was agreed that the area needs to be signed,
and perhaps gating the area is another action to be considered, as
well as more security lighting directed away from residences. It was
indicated that the owner has responded by improving maintenance of
the parking areas.
The problem of trash bins in commercial areas generally was
discussed. Many times the closures are not adequate. Green Valley
should provide better containers. More patrol by CSO's and the
Sheriff was also requested. The City was also asked to check the
original conditions imposed on the Argonaut Center regarding
maintenance and hours of operation.
The Chamber offered, in the future, to use its good offices to
attempt to mitigate problems which come to the City's attention from
the business community in the hopes that problems can be resolved
informally rather than the City having to take formal action.
It was generally agreed in addressing the Argonaut Center problems
that:
- The landlord would place signs about illegal dumping.
- The City would increase patrols.
- Merchants will work with the landlord concerning other
maintenance, security, noise and appearance problems. If this
approach does not work, merchants will approach the City for
support.
- Merchants will work with Green Valley to get better
containers. If this approach does not work, City will again
be asked for support.

It was agreed the City would look into the need to modify the zoning
ordinance to address trash enclosures, trash bins, and requiring all
new restaurants to secure a conditional use permit.
Zoning for outdoor dining was also discussed. A proposed approach
was to limit overall seating but not location. Violations would
become liquidated damages collectible by the City.
Councilman Peterson suggested the Chamber consider the following
ideas:
- An amphitheater in Wildwood Park
- Fun runs to be sponsored a couple of times a year
- A buy-a-brick campaign to help build one of the new plazas in
the Village
The Chamber suggested a number of possible ideas for inclusion in the
improvements to the Village:
- Benches and directories
- A town clock
- A public restroom
- A public fountain
- A time capsule
- Window boxes in businesses
It was agreed these matters should be discussed by the Village Design
Task Force which would begin its work in the next few weeks.
Members of the Council asked about plans for business development.
The Chamber has started a committee to work in planning and future
policy of the Chamber which will include discussion on this topic and
the role of the Chamber. It was suggested that when the committee
work is further along another meeting with the City might be in
order.
