HomeMy WebLinkAbout09-13-1988 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, September 13, 1988 PLACE: Community Center Arts and Crafts Rm., 19655 Allendale Ave. TYPE: Adjourned Regular Meeting The meeting was called to order by Vice Mayor Clevenger at 7:35 p.m. Councilmembers Moyles, Peterson, Stutzman and Vice Mayor Clevenger were present; Mayor Anderson was absent. Meeting with Hakone Foundation Board: 1. Presentation of Annual Report Board Chairman Glennon reviewed the written report of the Board dated September 13, 1988, covering the areas of Finances, Improvements, Litigation, Additional Trustees, Fund Raising and Acknowledgments. 2. Amendments to Hakone Master Plan Cultural Center will now be located where the current tea house area now exists. New size of cultural center building will be 2,000 square feet. Estimated cost is about $600,000. New plan will need to be drawn up and submitted to Council for approval. Minor changes to plan will also need to be done to show the new parking lot and the location of Kizuna-en. Need to check on conditions and agreements for providing water to Hakene from the tank to be placed in Hakone by Brian Morrow. 3. Expansion of Board The following have agreed to serve on the Board pending Council confirmation: Gladys Armstrong, Donald Miller, Yosh Uchida and James O'Rourke. Others who are currently under consideration are Jim Compton, Dick Mount, Jack Lewis and K.K.Yawatta. PETERSON/MOYLES MOVED TO APPROVE THE NEW MEMBERS OF THE BOARD PENDING ACCEPTANCE OF THE APPOINTMENT BY THOSE WHO ARE UNDER CONSIDERATION BUT HAVE NOT AS YET ACCEPTED. Passed 4-0. 4. Challenge Grant Program Grant from the Valley Foundation has been used to retain Advance Associates to plan the initial fund raising campaign. Work program is to be completed by March 31, 1989. Old Business 1. A/nendment to Easement Agreement (Bryan Morrow) PETERSON/CLEVENGER MOVED TO APPROVE SUBJECT TO AGREEMENT TO PROVIDING WATER SERVICE TO HAKONE FOR FIRE FLOW AND IRRIGATION. Passed 4-0. closed Session 1. Evaluate the performance of the City Manager The Council discussed performance ~f the City Manager and authorized salary adjustment to control point of City Manager's salary range as set forth in the Council's resolution establishing the management employee salary plan.
