SARATOGA CITY COUNCIL
TIME: Tuesday, October 11, 1988 - 7:30 p.m.
PLACE: Community Center Multi-Purpose Rm., 19655 Allendale Ave.
TYPE: Committee of the Whole
The meeting was called to order at 7:40 p.m. Councilmembers
Clevenger, Moyles, Peterson, Stutzman and Mayor Anderson were
present. Commissioners Guch, Swanson, Heid, Weiss, Gandrud, and Ward
were present. Staff members Peacock, Young, Shriver, Argow,
Trinidad, Caldwell, King and Pisani were present.
A. Joint Meeting with Commission Chairs
1. Intercommission Communications
The Public Safety Commission would like to begin receiving agendas of
Parks and Recreation Commission and Youth Commission once it is
formed.
Parks and Recreation Commission will also need to receive Youth
Commission agendas.
Clevenger discussed proposed Odd Fellows development and the need for
Parks and Recreation, Planning Commission and Council to discuss
policy on land donation or park development fee exactions from the
proposed project.
Clevenger also suggested that in the City's in-house newsletter each
Commission periodically update the entire organization on its main
objectives for each year.
2. Cars Parked on Lawns
It was suggested that the Planning Commission and Public Safety
Commission work out a suggested program of ordinance amendment and
enforcement to address neighborhood appearance including such
problems as cars being parked on lawn areas, RV parking and storage
and the like.
3. Emergency Plan and Role of Public Safety Commission in
Completion of Plan
Swanson discussed the need to let the entire community know what to
do in the event of a major earthquake disaster and proposed a two-
page instruction sheet be developed and distributed. He also cited
the need to expedite development of a new emergency operations plan
for Commission review prior to Council adoption and the need to
integrate the plan with schools. Finally, emergency preparation for
households should be integrated into the Neighborhood Watch Program.
4. Other Items for Information
Planning Commission - invited all to come to the department and look
at the new residential design handbook.
Library Commission - Council asked to be informed if County funding
seems to be becoming a problem again. All present were urged to
support the State Library Funding Bond Issue on the November ballot.
Although it would not directly benefit Saratoga, passage will send a
strong message to the legislature that Californians support library
funding.
Public Safety - City is still struggling with vandalism. Railroad
crossings are finally getting some attention from Southern Pacific
after intense City pressure. Twelve new Neighborhood Watch areas
have been established over the past year. The Commission thanked
Council for funding DUI program.
Parks and Recreation - Working on median designs, trail system and
park reconstruction with lots of public participation.
Heritage - Inventory completed--new application form for Heritage
designation has been created. The Commission is trying to decide how
to publish and provide inventory book; need to work on some technical
corrections to existing preservation ordinance.
Finance - Working on Civic Center Master Plan.
B. Community Meeting on Landscaped Median Project,
Saratoga/Sunnyvale Road-Prospect Avenue to SPRR Crossing
Comments from Community:
Need signal at Seagull.
Is street going to be widened on west side near funeral home
where a 20-foot strip was required to be dedicated.
Gilmore's, Hubbard & Johnson and others need access for large
trucks.
Oak Creek Neighborhood needs stacking lane for northbound
travel.
How is financing to be determined?
Need to see plan showing curb cuts along entire project.
This is a business area and shouldn't be treated as if it were
residential.
Need median breaks to allow trucks to come and go.
It was agreed to meet again in early January (tentatively January
10), at which time consultant will have schematic plans for the
project, a cost breakdown showing cost for median and cost of other
improvements, and a proposed method of assessment.
Council indicated its commitment to having this project go forward.
C. Review October Newsletter Graphics
Council directed drawings be cleaned up, that lanes be shown for both
the freeway and intersecting streets, and that the strip map be
changed to show several more streets and the location of local fire
and sheriff stations.
D. Relocation Assistance for Planning Director
Peterson/Clevenger moved to authorize $2,200 relocation assistance to
Stephen Emslie to relocate from southern California. Passed 5-0.
