SARATOGA CITY COUNCIL
TIME: Tuesday, January 24, 1989 - 7:30 p.m.
PLACE: Community Center Arts and Crafts Room, 19655 Allendale Ave.
TYPE: Adjourned Regular Meeting
The meeting was called to order at 7:38 p.m.
Councilmembers Clevenger, Moyles, Peterson, Stutzman and Mayor
Anderson were present.
Staff members Peacock, Emslie, Shook and Young were present.
1. Measure A Policy Advisory Board Meeting'
Vice Mayor Clevenger reported the Policy Advisory Board had met and
agreed that Measure A funds should not be used for facility upgrades
not related to traffic.
2. Median Project - Assessment District - Saratoga-Sunnyvale Road
from Prospect to the Southern Pacific Crossing
The consultant, Wilsey and Hamm, reviewed the proposed design of the
project and the initial cost and assessment method being considered.
Comments of concern from property owners included:
- Loss of left turn opportunity into the shopping area on the east
side of the street next to Saratoga National Bank.
- The Saratoga Square driveway may not meet the standard for width
and may need to be widened.
- Some owners were willing to forego the signal at Kirkmont in
order to have mid-block access into the shopping area on the
east side.
- Trees and landscaping now so effectively screen some businesses
that people don't know they are there. This project should not
make things even worse. City should allow more street frontage
signing in such cases.
- If the warrants for signals are not met, what will happen to the
project?
- Who would maintain the new parkway landscaping; would property
owners have any choice?
- The storm drain improvements should be put over to the public
facility side of the assessment equation.
The property owners then continued to meet with Mr. Shook and Wilsey
and Hamm and the City Council went on to other business.
Vice Mayor Clevenger indicated that she thought the plan was good,
but she wanted to be certain the assessment method was the most
equitable for the property owners. Councilman Stutzman indicated the
project would be a good enhancement to the attractiveness of
Saratoga, and the details on the assessment method should be worked
out with the property owners. Councilman Peterson agreed that the
-- signals are a key element to making the whole project work best, but
may not be essential for the project to go forward. He likes the
project. He shares concerns about business visibility which he would
be prepared to address at the proper time. Councilman Moyles echoed
Councilman Peterson's remarks.
3. Sphere of Influence and Urban Service Area
The Council reviewed the staff report and background in detail with
Planning Director Emslie and Associate Planner Young. After lengthy
discussion it was agreed that staff should proceed with more detailed
studies and proposals for extending the City's sphere of influence
and urban service area with ~FCO. Council agreed that a mere
restrictive zoning district should be considered for most of the area
in question, similar to the County hillside zone in terms of housing
density, and that the proposal on urban service area extension should
include a financial analysis to respond to current general plan
policies.
The meeting was adjourned at 10:35 p.m.
