Present: Councilmembers Moyles, Peterson, Stutzman, Mayor Anderson
Commissioners Borah, Crane, Long, O'Rorke, Swanson.

The meeting was called to order at 8:05 p.m.
1. Commission Program Objectives
Commissioner Swanson recapped the Commission work program objectives
set out last year and how the Commission has fared in meeting program
goals:
- Neighborhood Watch: New groups added, some old areas
revitalized. Now have about 20 groups city-wide. Vary
program yearly to keep interest.
- Continue DUI program.
- Aggressive posture toward breaking up parties and citing
violators.
Traffic safety response to citizen traffic safety issues.
Vandalism: has not been cut significantly but it is not
getting any worse.
Fire Services Coordination: help to facilitate and
mediate variance in approaches to fire protection.
- Paramedics: becoming familiar with service levels and
how service is provided.
2. DUI Program
Commissioner Crane presented his report on the status of the program.
(Report is attached.) Endorses continuation of the program. Need to
publicize success of the program.
3. Status of the Drug Problem in the City
There is a problem. Commission hears more about alcohol problems
than drug problems. Other groups are addressing the drug issue, but
contact is not steady or continuous. Should City become more
involved in at least assessing the problem? Commission will follow
upon this issue. Possible part-time use of DUI officer to work on
school should also be examined.
4. Saratoga Neighborhood Watch Program
Commissioner Borah presented his report on the status of the program.
Need to continue to bring in new areas, review and refine guidelines
approved by Council last summer. Followup on fires and burglaries re:
value of neighborhood watch. Begin recertification process.
5. Emergency Preparedness Planning
Commissioner O'Rorke presented his report on the status of the
program. Updated Council on status of the new plan. Expect to have
plan in final form by the end of the summer. Commissioner Swanson
discussed work in the area of informing the Community about pre-
planning and initial actions to take after a disaster.
6. Fire Safe Roofing
Commissioner Long presented the Commission's aim at addressing the
improvement of fire retardant roofing standards. Commission intends
to continue to develop data on this subject.
7. Appreciation B-B-Q: scheduled for June 10.
8. Party problem and the Los Altos Ordinance type of program
Council asked Commission to continue the study of the extent of the
problem but on a low priority basis.

Subject: Review of DUI Program
The Commission continues to closely monltor the SherifFs DUI program
whereby Saratoga has a dedicated DUI unit. This dedicated effort started
in November 1988 so we have 5 months statistics to consider. Detailed
statistics are provided monthly to the Community Services Director but
some summary data Is of Interest.
In the prior 5 month period (shored effort) there were 75 arrests compared
to I I 1 arrests In the current period (dedicated effort). Thero were 60
moving citations Issued In the prior period, compared to 213 moving
citations In the current perlo~ In addition, the DUI unit made 15 other
on-view arrests during the past 5 months including I possesion of
narcotics and I burglary arrest so we get the additional advantage of
another officer on the street during the DUI patrol hours who is responsive
to other crimlnlal activities.
We have requested the Sherlff's Deportment to make a censerv atlve
estimate of a full years costs and revenues for the DUI unit based on the 5
months actuals. These projections are attached. It appears that the cost
of the DUI unit ls approximately $95,000 per yeor. Revenues from his
efforts ls approximately $59,000. This does not Include the revenue from
the other 15 on-view arrests which would expand that figure to some
extent but we do not have am/basis for an estimate. The total fine
revenue from all DUI arrests including regulor patrols is estimated to be
apprOximately $108,000.
In view of the obvious need to continue to crackdown on DUI Offenders and
the strong concern to keep our streets safe for our citizens, the Publ ic
Safety Commission Is unanimous In its recommedatlon to continue the
program on a dedicated basis for at least one more yeor.

DUI UNIT FINE REVENUE
The following calculations for the "Drivin~ 'Under the
Influence" position {repres6nt a twelve month period.
Projections are based u~on the first five month follow-
ing the conclusion of the original D.U.I. Grant
(November 19'88 through .March 1989). This twelve month
time frame does not include revenue from fines received
as a result of other misdemeanor and felony arrests
initiated by the D.U.I. unit.
