SARATOGA CITY COUNCIL
TIME: Tuesday, August 8, 1989 - 7:30 p.m.
PLACE: Community Center Arts and Crafts Room, 19655 Allendale
Ave.
TYPE: Adjourned Regular Meeting/Joint Meeting with Chamber of
Commerce Board
The meeting was called to order at 7:30 p.m. Councilmembers
Moyles, Peterson, Stutzman and Mayor Clevenger were present;
Councilmember Anderson was absent.
Members of the Chamber of Commerce Board present: Russel Perry,
Adrian Stanga, Marilyn White, Mark Mingrone, Bill Carlson, Pat
Richard, Arthur Shield
Staff Members Present: City Manager Peacock, Planning Director
Emslie, Associate Planner Young
1. Open Space Survey Focus Group
Council reviewed memo from Moore, Iacofano, Goltsman on
formation of focus groups to identify topics to be
addressed and to provide feedback on questions and
survey format. Selection to be from each Planning
area, be both old and new residents and reflecting
community demographics--staff to provide form for each
member of Council to use to select nominees by August
11, 1989. Council to return by August 14, 1989, choose
to reflect cross-section of community.
2. Village'Plan Implementation
Staff brought Council and Chamber Board up to date on
progress of the Village Plan. Staff asked to look at
repainting poles for street lights,~Task Force to
consider staying with black or going to a green color.
3. Upcoming Review of Sign Ordinance
Briefly discussed working on sign ordinance for both
the Village and other commercial areas in the City.
4. Parking districts and parking time llmits in districts
Staff indicated that Commission will take this matter
up in the fall. Staff will survey the problem and
suggest options in next few months. Chamber to select
group of volunteers to work on issue and submit names
to City Manager to contact when City is ready to
address issue. Not a high priority item. Wait until
construction crews leave area.
5. Economic Development: Does the City have a role?
To monkey with the market, no. To encourage
businesses who are interested in Saratoga and fit into
the City's idea of desirable business, yes.
6. City-Wide Celebration
Theme: Celebrate ! Saratoga
Dates: October 28 - November 5
Steering Committee selected - all segments of community
to be invited to participate - program of events and
activities to be prepared for distribution - sixteen
events are planned currently, starting with Halloween
festivities on October 28 and finishing with Rotary BBQ
at Wildwood Park on November 5.
7. Business Promotion
City needs to help promote shopping in Saratoga
importance of sales tax, etc. Newsletter articles--
Chamber would like to get list of business licenses to
solicit membership. They will contact the Community
Services Director for information.
8. Coordination of Business Problems
City agreed it would be open to future initiatives from
the Chamber. They were encouraged to develop long rage
plans, to meld them into the City's budget and time
horizon so as to effectively compete with other
community interests,
9. Saratoga Brochure
Chamber will be creating business directory, with
advertising, for sale but feel need for a brochure
about Saratoga with no advertising. Council agreed
they would be interested in developing such a project.
Details were not discussed, No commitments were made,
10. Resolution ratifying Memorandum of Understanding
PETERSON/CLEVENGER MOVED TO ADOPT RESOLUTION 85.9-80.
Passed 4-0.
11. Recognition Dinner
Council agreed to invite members of the Hakone
Foundation and to have staff consult with the Youth
Commission whether it would prefer to attend a separate
recognition event.,
12. Emergency Preparedness
Mayor Clevenger requested information on the Council's
role in case of a major disaster. The City Manager
requested Council refer to the section of the draft
emergency plan covering the duties of the City Council,
and if individual members had questions, to discuss the
matter with him directly.

The meeting was adjourned at 9:45 p.m.
