HomeMy WebLinkAbout10-30-1989 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Monday, October 30, 1989 - 7:30 p.m. PLACE: Community Center Arts and Crafts Room, 19655 Allendale Ave. TYPE:~ Joint Meeting with Planning Commission Planning Commissioners Present: Burger, Kolstad, Moran, Siegfried, Tappan, Tucker; Commissioner Harris absent. City Councilmembers Present: Anderson, Peterson, Stutzman, Mayor Clevenger; Councilmember Moyles absent. Mayor Clevenger and Councilman Peterson reported on events for Celebrate!Saratoga. 1. Establishment of Neighborhood Character Criteria - Amending the Design Review Process Planning Director Emslie reported on Commission direction to begin to establish neighborhood character for the various neighborhoods in the City to use as part of the design review process. Need for this approach was confirmed by various members of the Commission and the Council. 2. Open Space Policy Survey Instrument Councilman Peterson reiterated the original intent of the City Council to have the study focus on open space policies--how much open space Saratogans want and what they are willing to pay for it rather than going into depth over issues of current parks and recreation facilities and their use. Mr. Emslie indicated that the consultant has cut down the recreation and park question to three generally open-ended questions on current facilities and their use. Mayor Clevenger suggested that if the consultant's revisions are available they could be reviewed by the Council on November 1. Need to address the "feel" of the City vis-a-vis open space for Saratoga. Need to differentiate between recreation space and open space and preserving these resources in the survey instrument. commissioner Siegfried reported on the Paseo de Saratoga General Plan Amendment and Environmental Impact Report for San Jose before the San Jose Planning Commission. City needs to mobilize citizens and resources to fight this proposed change. Need to schedule this for next West Valley Mayors and Managers Meeting. Impacts from this change would affect Campbell, Saratoga and West San Jose. Mayor Clevenger to contact Councilwoman Ryden to feel her out as to her attitude toward this project. Commission to agendize a study session on this item to involve Saratoga area residents in what is proposed near their neighborhoods in the City of San Jose. 3. Odd Fellows - San Marcos Heights Decision and Potential for senior care Facility Mayor Clevenger related how this issue had been raised as a part of the decision the Council made in upholding the decision of the Commission. Representatives of Rogers and Brooks and Ron Cook for Odd Fellows indicated they would be agreeable to looking at such an option. There was an expression that the political issues would have to be addressed if this idea is to go forward. 4. Council-Commission Relations and Communication Mayor Clevenger asked the group to talk about the feelings between Commissioners and Councilmembers over'the Velinsky decision. A lengthy discussion ensued. 1. Overall Status of Rt. 85 Freeway Project - Deferred to later date. 2.
