HomeMy WebLinkAbout11-07-1989 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, November 7, 1989 - 7:30 p.m. PLACE: Community Center Arts and Crafts Room, 19655 Allendale Ave. TYPE: Adjourned Regular Meeting/Joint Meeting with Parks and Recreation Commission Councilmembers Present: Councilmembers Anderson, Moyles, Peterson, Stutzman and Mayor Clevenger. Commissioners Present: Franklin, Gilman, Pierce, Saunders, Ward. Staff Present: City Manager Peacock, Recreation Director Pisani, Maintenance Director Trinidad 1. Kevin Moran Park Commissioner Ward went over results of public meeting on Kevin Moran Park. Consensus of neighbors is to keep the park pretty much as it is. Need to hold off on decision until open space survey is completed. If Community activity need is not met here it will have to be met someplace else. Agreed with need to combine master plan for both Kevin Moran and Azule Park sites. 2. Beauchamps Park Plan to meet with Community after the first of the year to discuss planning for this neighborhood park. Councilman Peterson suggested that the Commission may wish to take an overall look at facilities and needs rather than work on a park- by-park basis. Pedestrian trails and access should also be a part of overall open space planning. Commission to plan to meet in January to develop an overall scope of work to pull together an overall plan for parks and trails to hire a consultant to do the work. 3. Kevin Moran Park Surveillance Problems are non-specific, but more patrol by the Sheriff should be requested. 4. Community Parks vs. Neighborhood Parks - Covered under previous. discussion. 5. Recreation Department - Future Programming Recreation Director Pisani stressed that staff is getting more and more into special events. Council agreed that programming is excellent and staff has continued to plan and put on success after SUCCESS. Hakone Festival should be done again next year but at a different time from Celebrate!Saratoga events. The meeting was adjourned to a closed session on personnel and litigation matters. Upon reconvening, the Council requested that the Finance Committee'examine and report on options for housing assistance for key personnel and requested that the matter regarding the future actions to be taken on the stop work order for the subdivision on Old Oak Way and Chiquita Way be placed on the November 15 agenda for discussiQn as to fines to be levied under the municipal code.
