Pollcy for Banmer Brackets in Village The Council agreed with the policy proposal recommended by the Parks and Recreation Commission contained in the Maintenance Director's memorandum dated January 12, 1990. In addition, it as the consensus of the Council that the brackets be used for decorative banners and/or flags to celebrate holidays and/or seasons at the discretion of the City Manager. At this point it is expected that decorative banners would be paid for by others but approved and installed by the City. 2. Memorial Tree Policy The Council reviewed the proposed policy recommended by the Parks and Recreation Commission contained in the Maintenance Director's memorandum dated January 12, 1990. The City Council expressed its appreciation to the Commissioners for the work and thought put into their recommendation. After extensive discussion it was the consensus of the Council that planting trees with plaques as memorials to former City officials who had passed away presented too many long-term problems in terms of maintenance and park planning and utilization. It was also generally agreed that it should not be the City's role to determine who should be so honored but rather left up to friends and neighbors. In this context Councilmember Moyles suggested the council consider creating a heritage oak preservation fund to which persons could donate funds in memory of persons in the community who have passed away. The funds would be used as a trust, proceeds of which would be used to maintain heritage oaks which are in the public domain. It was agreed to agendize this item for the May policy development session along with the staff proposal to set up a heritage oak preservation and maintenance program. 3.
