SARATOGA CITY COUNCIL
TIME: Tuesday, January 23, 1990 - 7:30 p.m.

The meeting was called to order at 7:35 p.m. Councilmembers
Anderson, Moyles, Peterson, Stutzman and Mayor Clevenger were
present. Staff members Steve Emslie and Harry Peacock were
present.
1. Pollcy for Banmer Brackets in Village
The Council agreed with the policy proposal recommended by the
Parks and Recreation Commission contained in the Maintenance
Director's memorandum dated January 12, 1990. In addition, it as
the consensus of the Council that the brackets be used for
decorative banners and/or flags to celebrate holidays and/or
seasons at the discretion of the City Manager. At this point it
is expected that decorative banners would be paid for by others but
approved and installed by the City.
2. Memorial Tree Policy
The Council reviewed the proposed policy recommended by the Parks
and Recreation Commission contained in the Maintenance Director's
memorandum dated January 12, 1990. The City Council expressed its
appreciation to the Commissioners for the work and thought put into
their recommendation. After extensive discussion it was the
consensus of the Council that planting trees with plaques as
memorials to former City officials who had passed away presented
too many long-term problems in terms of maintenance and park
planning and utilization. It was also generally agreed that it
should not be the City's role to determine who should be so honored
but rather left up to friends and neighbors. In this context
Councilmember Moyles suggested the council consider creating a
heritage oak preservation fund to which persons could donate funds
in memory of persons in the community who have passed away. The
funds would be used as a trust, proceeds of which would be used to
maintain heritage oaks which are in the public domain. It was
agreed to agendize this item for the May policy development session
along with the staff proposal to set up a heritage oak preservation
and maintenance program.
3. List of Unreinforced Masonry Buildings
After reviewing the staff report and discussion it was agreed that
notification in a form acceptable to the City Attorney consistent
with State law should proceed. Staff is also to proceed to develop
a proposed retrofit ordinance modeled after those in other cities
for Council review and consideration.
4. Report on Earthquake Seismic Analysis
Council reviewed the mapping of damage reported from the October
17, 1989, earthquake as it relates to the Berrocal and Shannon
Faults. Council directed more detailed reports be prepared as to
the nature of damage near the Berrocal fault. They agreed to
consider including funds, not to exceed $24,000, in the 1990-91
City Council Minutes. 2 January 23, 1990
budget adjustments to study the damage and any activity on the
fault to determine the adequacy of current building restrictions.
Federal funds should~be applied for under the federal mitigation
measures funding act. Traffic Authority is to be contacted
regarding studies ithas done in the Freeway and possible activity
along the Shannon Fadlt since the earthquake.
5. Report on Variances granted to Mt. Eden Estates
The Planning Director presented his report on Variances dated
January 23, 1990~ and went over the figures with the City Council.
The City Council discussed the report but took no action.
6. Freeway Structures Design Aesthetics (c010rs, materials, etc.)
The City Manager presented his report dated January 23, 1990,
covering the variousldesign options for freeway structures. The
Council reviewed propgsed design patterns developed by the Planning
Department staff ini keeping with the adopted Visual Design
Guidelines for the ROute 85 West Valley Corridor. Council agreed
to the use of buff Colored block soundwalls using scored split
faced blocks with v&rtical and horizontal bands of contrasting
smooth texture. Couhcil confirmed the use of open concrete block
with ground cover fo~ the underside of bridges as shown on page 18
of the guidelines. Other design features are to complemen~ this
basic choice of color~ and textures. Council stated its preference
for no holes in the Soundwalls and use of rail type fences rather
than chain link forlthe overpasses at Cox, Prospect and Quito.
These choices are to~be forwarded to the Trafflc Authority staff.
7. Subdivision - Review Process
The city Manager repo!rted on the substance of his discussions with
the Planning Directo~ and City Engineer on ways to strengthen the
process of subdivision development in light of the problems with
Tract 7770. The City Manager was instructed to formalize his
proposal for presentation at the next Council meeting.
