HomeMy WebLinkAbout03-13-1990 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, March 13, 1990 7:30 p.m. PLACE: Community Center Arts and Crafts Room, 19655 Allendale Avenue TYPE: Joint Meeting with Planning Commission/Adjourned Regular Meeting The meeting was called to order at 7:30 p.m. Councilmembers Anderson, Moyles, Stutzman and Mayor Clevenger were present. Commissioners Burger, Kolstad, Moran, Siegfried, and Tucker were present. Planning Director Emslie and City Manager Peacock were present. 1. Ordinance strengthening development review The City Manager,reported on his proposal and discussions to date with the planning Commission. He noted those proposals which he felt would be considered to be most controversial. Mrs. Anderson suggested having a task force of members of development community, the Mayor and Commission Chair meet to discuss the proposals and formulate a report on the proposals to the City Council. Mr. Moyles suggested that the meeting or meetings be open to the public so their is no appearance of one group controlling the review process. It was suggested by Mr. Kolstad that the financial community's opinion should be sought as well. Mr. Siegfried suggested the committee be a subcommittee of the Council and the commission and invite developers, financial people and the public. Small developers should be included as well. By consensus, scheduled the hearing on May 2; set up workshop to be chaired by Mayor and Planning Commission Chair; report to be reviewed by Planning Commission before finalized to the City Council. Moyles left meeting at 8:15 p.m. in order to attend a meeting of the Hakone Foundation in his capacity as Council liaison. 2. General Discussion of Planning Commission Work Plan a. Neighborhood character studies b. Open space and development standards c. Past projects tour--onions and orchids d. Conservation landscape guidelines - have been developed by Mountain View and should be looked at by the Commission. 3. Congestion Management Plan Proposal Review - no consensus arrived at as yet. Continue to discuss at Council meeting and SCCCA meetings. 4. Water Conservation Ordinance Review - Reinstate water hours from 10:00 a.m. to 6:00 p.m. Remove (8) re: water serving in restaurants. Introduce on March 21. 5. Quarry Creek Project Update - Reviewed file and efforts by staff to get approvals to complete the project. No conclusions reached or actions taken. 6. Closed session to discuss progress of settlement conferences on E1 Paseo negotiations - Consider TDM as mitigation. The meeting was adjourned at 9:30 p.m. H
