Committee
1. ROLL CALL
Councilmembers Anderson, Moyles, Peterson, Stutzman and Mayor
'Clevenger were present; Finance Committee Members Jameson,
Murakami, Smith and Jameson were present.
Staff members present: City Manager Peacock, Finance Director
Shriver, Maintenance Director Trinidad, Assistant to the City
Manager King, Recreation Director Pisani, City Engineer Perlin.
2. REPORT OF CITY CLERK ON POSTING OF AGENDA
Pursuant to Government Code 54954.2, the agenda for this meeting
was properly posted on May 25. The notice of adjournment from the
May 16 meeting was properly posted on May 17.
3. JOINT MEETING WITH FINANCE COMMITTEE TO REVIEW PROPOSED BUDGET
CHANGES
The City Manager reviewed the proposed changes to the fiscal 1989-
90 and fiscal 1990-91 budgets as proposed by staff or directed by
the City Council as a result of its meetings of May 14 and 15,
1990. These changes were presented in the City Manager's
memorandum dated May 25, 1990.
The City Manager noted several changes to information as presented.
1 - The Beauchamps Neighborhood Park had been listed twice
in the Capital Projects to begin in 1991. The correct
reference should be listed as Project 977, not 982. This
will be changed in the budget presented at the June 6
hearing.
2 - Program Activity #32 should be modified to reflect
further study done by the Maintenance Director on costs
to implement trail and bike path maintenance. The budget
amount will be modified to reflect these changes.
The City Manager noted one addition to the previously developed
staff proposals sent to the City Council on April 27. This related
to $10,000 for business promotion. Council directed that the use
of these funds, if approved in the budget, be through the Chamber
of Commerce.
The City Council reviewed the proposed budgets with the Finance
Advisory Committee and the staff. Extended discussion occurred
regarding improved communication. The City Manager was directed
to add $8,600 to the proposed budg~L ~,,dez FY~L'am Activity #78 to
begin to publish a summary of Council meeting agendas in the
Mercury News.
Discussion was also conducted on the use of task forces to look
into such areas as City Hall expansion and developing a
comprehensive long range infrastructure improvement list, but no
action was taken nor direction given to staff.
The City Manager also presented a staff work up on the option of
using long range financing for SW/NE Road and the Civic Center and
the positive impact this would have on the City's cash flow for the
next six years and beyond. No action was taken as this was an
informational item only to be discussed with the Capital
City council Agenda 2 May 29, 1990
Improvements Plan later in the year.
The meeting was adjourned at 9:50 p.m.
