SARATOGA CITY COUNCIL
TIME: Tuesday, October 9, 1990 - 8:00 p.m.
PLACE: Community Ctr. Arts and Crafts Pan., 19655 Allendale Ave.
TYPE: Adjourned Regular Meeting
1. ROll Call
Councilmembers Anderson, Kohler, Monia and Mayor Stutzman were present;
Councilmember Clevenger was absent.
Staff members present were City Engineer Perlin, Planning DirectOr
Emslie, Assistant to the City Manager King, Maintenance Director
Trinidad, City Attorney Toppel, Finance Director Shriver, Community
Services Director Argow and City Manager Peacock.
2. Report of City Clerk on Posting of Agenda
The City Manager announced that pursuant to Government Code 54954.2,
the agenda for this meeting was properly posted on October 5. The
notice of adjournment from the October 3 Council meeting was properly
posted on October 4.
3. Oral Communications from the Public - None.
4. Joint Meeting with Commission Chairs
a. Continued need for meeting
There was consensus that joint meetings with chairs of all commissions
were not as important as individual meetings of commissions with the
Council. Chance to discuss potential overlap of functions. Joint
meetings among commissions do occur when necessary. One commission
also does refer items to others if there is an overlap.
b. Adequacy of communication
'1) Planning Commission not knowing why new zoning ordinance
is being developed as a prezoning action over the
annexation of the Country Club--perhaps a formal report
from the Council to the commissions on a requested activity
to undertake should be done rather than relying on minutes,
commissioner report or staff communication to transmit the
Council's policy desires.
2) What should be communicated and how--both policy and work-
-formal request for action should go to commissions from
Council and from commissions to Council. There was
consensus to do this. The City Manager is to prepare a
memo on this for distribution to all parties.
3) Beauchamps Park and Nelson Gardens - Message from Parks and
Recreation Commission misconstrued by neighbors.
c. Work programs of commissions for next year
1) Heritage Preservation Commission
a) Heritage inventory book publication
b) Adding properties to inventory
c) Changes to ordinance
d) Warner Hutton House
e) Saratoga Avenue as heritage lane
2) Finance Committee No specific tasks assigned at the
moment.
3) Public Safety Commission
a) Ongoing
1 - Monitor police and fire services

d. Status report on program to upgrade training for new
commissioners
Need for generalized training. Liz Ansnes and Gene O'Rorke
support more generalized training. Handbook should be enlarged
to include discourse on policy development process and
budgeting--agree to hold general orientation periodically.
Invite new commissioners and current as well.
e. Status report on Library commission study of need for expansion
of Saratoga Community Library - commissioner Newby
Commissioner Newby reviewed the report from the Commission
prepared by the Assistant to the City Manager. Request
permission to send out questionnaire to public on service and
ideas for expansion. Suggest drop questions 9, 10 and 11,
agreed by others on Council. OK to go ahead with survey.
5. SW-NE Road Presentation from City Engineer
Have City Engineer prepare study over next several months as to an
alternative to building the road for hearing on amending the Specific
Plan sometime next spring.
Councilmember Anderson asked staff to look into,graveling of street on
Cox west of Saratoga Avenue.
6. Closed session on possible acquisition of Nelson Gardens
Agreed to authorize City Manager to open negotiations on acquisition.
Matter to be placed on agenda for formal action on October 17.
7. Adjournment
The meeting was adjourned at 11:20 p.m.
