SARATOGA CITY COUNCIL
TIME: Tuesday, November 13, 1990 7:30 p.m.
PLACE: Community Center Arts and Crafts Pan., 19655 Allendale Avenue
TYPE: Adjourned Regular Meeting/Joint Meeting with Parks and
Recreation Commission
1. Roll Call
Councilmembers Anderson, Clevenger, Kohler and Mayor Stutzman were
present; Councilmember Monia was absent. Parks and Recreation
Commissioners Crotty, Franklin, Gilman, Miller, Pierce, and Swan were
present; Commissioner Ward was absent. Staff members present were City
Manager Peacock, Maintenance Director Trinidad, and Recreation Director
Pisani.
2. Report of City Clerk on Posting of Agenda
The City Manager announced that pursuant to Government Code 54954.2,
the agenda for this meeting was properly posted on November 9. The
notice of adjournment from the November 7 Council meeting was
properly posted on November 8.
3. Oral Communications from the Public
Home football field at west Valley College. It is expected this matter
will be brought up at the Council's joint meeting with the College
Board on November 14.
Benedict Leonardi, 2474 Twyla Court, Campbell, urged the Council to
reject such a proposal, given the lack of concern for underage drinking
and behavior by members of the student senate at West Valley College.
4. Status Report from Paul Rookwood of Wallace, Roberts & Todd
regarding City-wide Parks Master Plan and Trails Master Plan
Mr. Rockwood outlined the status of the work on the master plans,
covering the current status of parks and open spaces in and around the
City. City currently has only 2.65 acres of park property per 1,000
population, on the low side for a typical community, and especially for
a community like Saratoga. Mr. Rockwood outlined the progress of the
workshops held so far for Beauchamps, Kevin Moran, trails, and the park
system in general.
Mr. Lockwood explained. the opportunities for future trails identified
so far, including the P.G.&E. right of way, Saratoga Creek and
connection of the westside trails, both internally and externally, to
County parkland and Mid-Peninsula Regional Open Space District
parkland. An important element to the final plan is the balance
between passive open space and active parkland, the balance between the
agricultural heritage of the City and the need to provide recreational
space of more than the ballfield variety.
Policies for open space acquisition and preservation must go beyond
mere purchase. Must use all the regulatory tools available to City
plus create an aggressive funding program.
5. Commission,s Future Decision-Making Involvement in Hakone
Gardens
City is still spending capital funds on the Garden for infrastructure
purposes. Commission should continue to examine these proposals in the
context of the overall priorities for park acquisition and development.
It was suggested that the Commission and Hakone Board consider meeting
periodically to review work and projects for the~Garden.
6. Medians
The City Manager briefed the Council and the Commission on the schedule
of various median projects and provided all with the projects as
contained in the proposed capital improvements plan.

7. Improving Understanding of Communications between council and
the Commissioners
There is a concern over miscommunication regarding the planned
development of Beauchamps Park between the Council, the Commission and
the Beauchamps neighborhood.
CLEVENGER/KOHLER MOVED TO DIRECT THE COMMISSION TO PROCEED WITH PLANS
FOR BEAUCHAMPS PARK; ONCE THAT DESIGN IS DONE, THE COMMISSION IS TO
BEGIN THE PLAN FOR AZULE PARK. Passed 4-0.
8. Adjournment
The meeting was adjourned to November 14 at 6:00 p.m. for a meeting
with West Valley/Mission Joint Community College District at West
Valley College.
