SARATOGA CITY COUNCIL
TIME: Tuesday, January 8, 1991 - 7:30 p.m.

TYPE: Adjourned Regular Meeting
1. Roll Call
Councilmembers Clevenger and Monia and Vice Mayor Kohler were present.
City Manager Peacock and City Engineer Perlin were also present.
2. Report Of City Clerk on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda for this meeting was
properly posted on January 4. The notice of adjournment from the
January 2 Council meeting was properly posted on January 3.
3. Oral Communications from the Public - None.
4. Presentations from City of Mountain View and City of Sunnyvale
concerning light rail
Larry Stone, Councilmember form Sunnyvale, made a presentation
regarding light rail in Santa Clara Valley, including Sunnyvale. Mr.
Stone proposed extending light rail along the Tasman Corridor to
Sunnyvale rather than Mountain View due to a limit of funds. He
believed it also made sense for economic extension to the West Valley
corridors of Route 85 and Vasona. He asked the City Council to support
this option to the Board of Supervisors. In response to a question Mr.
Stone suggested that this decision will not be made until at least
March of 1991.
Ken Alsman, representing Mountain View, made a presentation regarding
the advantages of choosing a Mountain View rather than a Sunnyvale
extension. Mr. Alsman suggested the Mountain View extension would cost
about the same, serve more people and jobs, and access better parking
facilities, as well as allowing a further extension to other areas of
north county.
Council feels that it is too early to decide which alternative is best.
They expressed concern that the County may make a decision without
having the total master plan in mind, such as T2010. Which choice is
better for Saratoga in terms of west valley extension. Agree to
communicate to the Board of Supervisors.
5. Pierce Road Improvements between Surrey Lane and Sarahills Drive
city Engineer Perlin presented the proposed plan for the section of the
road by increasing the radius of the two curves in this section of the
road.
William Thomas, 21955 Via Regina, asked how wide the road is near
Quarry Road; the answer was 24 feet.
Ken Schoniger, 13493 Pierce Rd., disagreed with a wall along the
southwest section of the road.
Betty Allen, 13870 Pike Road, did not want the road widened; she felt
this decision should be made by residents who use ut.
Carol Morris, Pierce Road, believed it was acceptable to widen, but
debris wall makes no sense unless widening is done first.
Bob Binkley believed that curves need to be widened out. A debris
wall would be counterproductive. The bridge should be completed and
widened as a matter of safety.
Judy Jepsen, 21090 Padero Ave., stated that the road should not be
widened unless safety is improved for bicycles and pedestrians. The
path should have been put in.
Marcus Peck, Mt. Eden Road, favored widening and adding stop signs to

slow down traffic.
Steve Smith, 13531 Old Oak Way, said that he bicycles to work; he
believed widening would not help cyclists unless it is widened enough
to accommodate two cars and a bicycle. A broken line in this area
should not be there.
Mr. Thomas felt the issue is safety versus current conditions and
liability of the City.
Steve de Keczer, 13415 Pierce Road, recommending shaving the corner at
Surrey and straightening the road but not widening it. He would like
to avoid a guard rail, but not if straightening will not solve the
problem.
Council discussion ensued. The Council agreed to increase curve radii,
remove debris wall, keep width uniform, including the bridge, box the
trees as proposed, add guard rail if increased radii doesn't stop
vehicles from leaving roadway at de Keczer property, keep roadway at
22 feet, shave the corner at Surrey, and extend railing along Chalet
Clotilde near the creek.
6. Adjournment
The meeting was adjourned at 10:35 p.m.
