Arts and Crafts Pan., 19655 Allendale Ave. TYPE: Adjourned Regular Meeting 1. Roll Call The meeting was called to order at 7:30 p.m. Councilmembers Clevenger, Kohler and Mayor Stutzman were present; Councilmembers Anderson and Monia were absent. City Manager Peacock was also present. Members of the Board present were: Robert Allen, Nancy Crampton, Robert Dunnett, and Gretchen Newby; Diane Carlson was absent. Superintendent Tod Likins was also present. 2. Report of city Clerk on Posting of Agenda The City Clerk announced that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on February 22. The notice of adjournment from the February 20 Council meeting was properly posted on February 21. 3. Joint Meeting with Los Gatos/Saratoga High School District a) Baseball playing at saratoga High Superintendent Likins reviewed the steps taken by the district to solve the problem of baseballs going into neighbors; yards from unauthorized playing of baseball on weekends by adults. Councilmember Anderson arrived at 7:45 p.m. The City Attorney suggested the City might have a problem with the City adopting an ordinance which applies to only one school. Also the ordinance might imply- some subsequent liability for enforcement. An option is to post the property for trespass and adopt regulations for use by the District so violators could be cited. The Sheriff's Department will not enforce the existing trespass law because the District Attorney will not prosecute, according to Dr. Likins; that is why a local ordinance was suggested. Staff to study possible solutions further: fencing, trees, ordinance, etc. b) City use of Saratoga High sports facilities for recreation programs City would like to use facilities for expanded recreation programs if available. If possible City would agree to properly maintain facilities it uses. It was agreed to have the district look into this possibility. c) Repeal of SB 2557 charging for property tax collection District and city have both supported repeal through the Boatwright bill, SB 169. Agree to press for support of this bill by the Board of Supervisors. d) Joint development of a theater at Saratoga High General discussion was held about the need, the site, the ability to finance, the programmed use, etc. for a theater. How the City and District would use the facility, what City would do with the current facility, etc. It was generally agreed that this is a long range goal which needs much study but should not be dismissed out of hand. e) Congestion Management City Manager Peacock explained to the District that trip reduction plans will be required in the near future and the schools will be involved at some point in time. f) District Merger Discussions Dr. Likins explained the study which had been done on five district unification. The leadership of the two small districts in the mountains is opposed to such a plan. Unless all districts agree there can be no consolidation. An alternative allows a 25% petition of high school district voters. This represents over 7,000 voters. Cost to gather these signatures is about $22,000. The issues is dead in the water unless someone can come up with the money which the school district can't fund. There was discussion of the continuing commitment of the District Board to retain.
