SARATOGA CITY COUNCIL
TIME: Tuesday, March 12, 1991 - 7:00 p.m.
PLACE: Community Ctr. Arts and Crafts Pan., 19655 Allendale Ave.
TYPE: 'Adjourned Regular Meeting
1. Roll Call
The meeting was called to order at 7:05 p.m.
Councilmembers Anderson, Clevenger, Kohler and Monia were present;
Mayor Stutzman was absent. Public Safety Commissioners Borah, Dawson,
Long, O'Rorke, Rose and Swanson were present.
2. Report of City Clerk on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda for this meeting was
properly posted on March 8. The notice of adjournment from the March
6 Council meeting was properly posted on March 7.
3. Joint Meeting with Public Safety commission
1) Emergency Preparedness - Commissioner Dawson presented the
status of emergency operations preparedness and work of the
Coordinator to prepare the staff for emergency response.
- Problem is getting community awareness up and the commitment of the
community to stay informed over time.
- Sunnyvale is the model in this area; Commission would be able to
present elements of the program at a future study session for the
Council.
Commission is considering whether use of Neighborhood Watch would be
a correct vehicle to help get the community informed.
2) Traffic Safety Matters - Commissioner Swanson discussed
this issue and the lack of commissioner education in the
area of traffic speed control.
- School drop-off'zones: Commission held a forum on the concerns of
various schools in this area for schools around Fruitvale and
Allendale. Next step in the process is to have delegate from each
school work out solution with the City Engineer and Sheriff.
- Handling traffic control issues: Plan to handle early in the meeting
when Sheriff's representatives are present. Consensus to route
issues as presented by staff.
3) DUI Program - Commissioner Borah presented an overview of
the purpose and effects of the program. Success is to have
DUI arrests go down, not to make a lot of money. DUI car
also has positive effect on other units and their awareness
of the drinking driver.
4) Publicity - Commissioner O'Rorke discussed that City is
doing far more work in the areas of emergency preparedness,
traffic safety, etc. than the community knows. Commission
will try to get more media coverage in the area of what is
going on in the area of public safety. Include issues of
the Saratogan and the various school papers. Also try to
use utility bills such as Green Valley Disposal.
5) Establishment of subcommittee for traffic-related matters
only - Covered under Item 2.
6) Vandalism - Commissioner Dawson suggested that law
enforcement efforts can't really deal with this issue.
Education and a willingness to participate and agree to
testify or notify authorities when vandalism is observed.
Commissioner Swanson related study Commission did 2 1/2
years ago on this topic, including what other cities do in
this area.

7) Impacts of Highway 85 Completion on Public Safety Issues -
Councilmember Monia asked if the Commission had been
charged by the Council with planning for potential problems
once the freeway is completed. The Commission responded
it had worked on some problems without being directed. It
was the consensus of the Council to have the Commission
begin to work in this area.
4. Discussion of Route 85 Mitigation Measures in Quito Area
Will Kempton, Executive Director, Santa Clara County Traffic Authority,
reviewed his letter to the City Manager of February 21, 1991. Mr.
Kempton explained the issue of drainage of Wildcat and San Tomas Aquino
Creek and its impact on freeway design constraints. He also discussed
the proposed use of berms and soundwalls to attenuate noise.
Councilmember Monia suggested that the Santa Clara Valley Water
District be approached to change its standard for clearance above
Wildcat Creek to be less than twelve feet.
Mr. Kempton indicated that the bermwill be as high as possible. Right
now this includes some berms as high as 14 feet'or perhaps higher if
possible.
The City Manager noted the receipt of two petitions regarding sound
walls in the area east of Quito Road and on the south side of the
freeway f[om Saratoga Creek to Cox Avenue.
Consensus to continue this matter to March 26 and to have Mr. Monia
Contact the Water District concerning their standards for clearance
above Wildcat Creek.
5. Discussion of Application Process to Fill Tappan Vacancy on
Planning Commission
There was consensus to follow routine procedures in recruiting
applicants.
6. Water Policy
CLEVENGER/ANDERSON MOVED TO ASK THE CITY ATTORNEY TO PREPARE AN
AMENDMENT TO THE WATER CONSERVATION ORDINANCE TO REINSTATE WATER
SERVICE RESTRICTIONS IN RESTAURANTS AND TO REQUIRE ALL NEW LANDSCAPE
PLANS APPROVED BY THE CITY TO MEET XERISCAPE STANDARDS.
It was so ordered. The ordinance was scheduled for March 20.
Councilmember Anderson asked the City Council to consider sending a
letter to Governor Wilson concerning water allocation. Consensus to
do so.

The meeting was adjourned at 10:17 p.m.
