Arts and Crafts Rm., 19655 Allendale Ave. TYPE: ' Adjourned Regular Meeting/Joint Meeting with Library Commission 1. ROll Call Councilmember Anderson, Clevenger, Kohler and Monia were present; Mayor Stutzman was absent. Vice Mayor Kohler presided at the meeting. 3. Interviews with Heritage Commission Applicants (Ansnes, Peepari, Fine) The Council conducted the interviews as scheduled. 3. Interviews with Planning Commission Applicant (Yeamans) The Council conducted the interviews as scheduled. 4. Report of City Clerk on Posting of Agenda Pursuant to Government Code 54954.2, the City Clerk reported that the agenda for this meeting was properly posted on April 19. The notice of adjournment from the April 17 Council meeting was properly posted on April 18. 5. Joint Meeting with Library Commission Library Commissioners present were Brenner, Krezek, Peacock, Towse, Watkins. a) Library expansion; work of the Building Plan Committee Commissioner Brenner distributed the results of a brainstorming session which Commissioner Watkins discussed with the City Council. Surveyed use of the library over a one-week period, which is still being tabulated. Discussion ensued regarding whether or not the Commission was given the charge by the Council to proceed to study the need for expansion and what kind of expansion would be most appropriate. The Commission is seeking such a charge and for the City to provide funding of necessary surveys, etc. to conduct necessary studies on need and feasibility. Council agreed to so direct the Commission by motion of Councilmember Clevenger, seconded by Councilmember Anderson. It was so ordered. b) Book-Go-Round and future use of the Village Library building Commissioner Watkins indicated the Friends would like to make improvements to the building but would like longer than a year to year lease, perhaps five years or longer. A proposal is forthcoming from the Friends of the Library. c) -Landscaping of Library grounds; follow-up on demonstration xeriscape planning Mrs. King presented a report from Parks and Recreation Commissioner crotty on the status of a proposed demonstration project. Mrs. Crotty reported on the progress of the project effort to date and the problem of fitting the project in with possible expansion. 6. Appeal of tentative map approval to subdivide a 1.34 acre parcel at 13830 Ravenwood into three new parcels of approximately 19,000 sq. ft. each within the R-1-10,000 zone district (8D90- 007) (Applicant, Perry & Jones; appellant, R. Cotson et al.) (c.ontinued from 4/17) Councilmember Monia reported on the City Council subconunittee's meeting with Perry & Jones and the options available to the City. Extensive City Council Minutes 2 April 23, 1991 discussion ensued. City Manager was asked to prepare analysis of optional scenarios as outlined by the Council: Lot "A" share cost equally, Lot "B" share costs equally with a variable rate for property owners; Lot "B" with variable rate for property owners starting at $100 a year increasing by $5 increments for 25 years. Councilmembers Monia and Anderson to meet with the City Manager to review optional scenarios and supply them to the property owners by April 26, 1991. Council agreed to modify conditions as follows provided a three-lot subdivision is ultimately developed. - Limit height to 16 feet above Ravenwood centerline. - Limit square footage to 3,000 sq. ft. - Limit size restriction to two years -~House style to be compatible - Landscape plans to be approved by the Planning Commission and installed prior to final occupancy - Future home on lot "A" to be located to protect trees as recommended by City arborist, and so as not to detract from the visual prominence of the oak tree on Lot "A" as viewed from Ravenwood - Driveways not to exceed 18 feet and be of asphalt, other dark material or of permeable material if so recommended by the City arborist. No structure or paved areas to be within 10 feet of any oak tree trunk or 8 feet from any other tree trunk - Remove the first sentence of Condition #27 because Condition #19 covers this restriction - Required improvements to be completed and accepted prior to final map approval - The existing fence on Lot "A" shall be repaired to provide a solid barrier between neighbors to the north. Dust control measures shall be used at all times using non-potable water. 7. Discussion of the Possibility of Becoming a Charter City (continued from 4/3) This item continued to May 1, 1991. No discussion was held. 8. COmmission Appointments a. Heritage Preservation COmmiSSiOn It was moved/seconded by Clevenger and Anderson to reappoint Commissioner Ansnes. Passed 4-0. It was moved/seconded by Kohler and Anderson to appoint Peepari. b. Planning Commission It was agreed to continue this matter to May 1, 1991, so the Mayor could participate in the selection since he has previously interviewed both candidates. 9.
