Arts and Crafts Pan., 19655 Allendale Ave. TYPE: Adjourned Regular Meeting 1. Roll Call The meeting was called to order at 7:30 p.m. Councilmembers Anderson, Clevenger, Monia and Mayor Stutzman were present. Councilmember Kohler was absent. Staff members present were: City Manager Peacock, Recreation Director Pisani, Assistant to the City Manager King Youth Commissioners present were Agee, Armijo, Chao, Kummerer, Kuo, Lawrenson, Loretz, Monia, Nivas, Noonan, Orr, Wang and Yamada. 2. Report of city Clerk on Posting of Agenda The City Clerk reported that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on May 24. The notice of adjournment from the May 15 Council.meeting was properly posted on May 16. 3. Joint Meeting with Youth Commission A. Reports from Youth Commissioners on Activities of Individual Committees 1) Teen Dance - 180 attended the dance planned for the junior high age group. 2) Recreation - Open gym week attracted over 300; lock- in attracted almost 30 kids 3) Merchants Program - improve relationships between merchants and young people; one project was the job referral binder for merchants looking for kids to work and kids looking for a job. 4) Outdoor Adventure - April trip to Yosemite, mostly high schoolers but from numerous schools; plan for another Yosemite trip next year - plan once a month hike - plan to create an adopt-a-park proposal. Having representation from the various schools is important for the success of publicizing events. 5) Music - Held Musicfest '90 as part of Celebrate!Saratoga - big success, plan to do again this fall. Also did the Gym Jam in March; another success to repeat next year. Need equipment for bands to play since the kid level bands don't always have the stuff they need. Warner Hutton could be opportunity for monthly outdoor concerts or dances. 6) Arts - Had student art display during holidays open house in the Village at Cherry's. About 50 pieces of art were on display. (Councilmember Kohler arrived at 7:54 p.m.) Need to find a place to do again and perhaps sell next year. Want to raise funds at Musicfest, Celebrate! Saratoga, Hakone Festival. 7) Warner Hutton House - Committee of five has recommended uses and facilities which Council has now accepted. Setting up times, facilities, staffing plans, etc. B. General Discussion Council asked about kinds of kids they should pick for new members next year. Some of the commissioners were invited to interviews with the City Council. Commissioners suggest that talent rather than age or City Council Minutes 2 May 2S, 1991 school should be first criterion for selection. 4. Actual Soundwall Heights - West Side of the Route 85 Freeway corridor between Cox Avenue and the Blue Hills School Pedestrian Overcrossing (continued from 5/15) Prepare letter for Council to sign per City Manager's report dated May 9, 12991. Write to Kotowski and Kempton with copies to other Traffic Authority members. 5. Recreation Department/CASA Fun Run, June 2, 1991 -Authorization for issuance of a Special Events Permit; financing of law enforcement and liability costs; and temporary closure of Herriman Avenue CLEVENGER/ANDERSON MOVED TO APPROVE. Passed 5-0. 6. closed session on personnel to discuss negotiations with Saratoga Employees Association At the conclusion of the closed session the City Manger was instructed to continue negotiations with SEA within the guidelines outlined by the City Council in closed session. 7. Adjournment At 9:40 p.m. the meeting was adjourned to 7:30 p.m. on May 30 for meeting with Finance Committee Respectfully submitted, Ha~ry~. Peacock City Clerk
