HomeMy WebLinkAbout08-27-1991 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, August 27, 1991 - 7:30 p.m. PLACE: Large Room, Senior Center, 19655 Allendale Ave. TYPE: Adjourned Regular Meeting/Joint Meeting with Planning Commission 1. Roll Call Councilmembers Anderson, Clevenger, Monia, Stutzman and Mayor Kohler were present. Planning Commissioners Bogosian, Caldwell, Favero, Moran and Tucker were present. Staff members present were: City Manager Peacock, City Attorney Riback, City Engineer Perlin, Planning Director Emslie. 2. Report of City Clerk on Posting of Agenda The City Clerk announced that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on August 23. The notice of adjournment from the August 14 Council meeting was properly posted on August 15. 3. Circulation Element Update Mr. Emslie reviewed the issues which have come out of the community meetings: - No support for development of SW/NE Road. - Pierce Road should be looked at to improve bicycle and pedestrian safety but without widening the road for vehicle traffic. Possible shortcut through Kentfield area once Route 85 is completed and Saratoga Avenue interchange is done. Current problem of cut through traffic on Devon - General feeling that road widths are sufficient and shouldn't be changed; their character should remain the same. In response to Councilmember Monia's question, Mr. Emslie outlined the process for completion of the plan. Hearing on the draft before the Planning Commission will be in October with hearings before the Council in November. Traffic issues revolved around speed limits and enforcement, differing speed limits on Sobey not consistent, pedestrian system especially for routes to school. The sidewalk system will be examined as well to fill in gaps and provide safe routes to school as a part of the Circulation Element policies. Mr. Peacock discussed the relationship between this element, the Northwest Hillside Specific Plan, the Traffic Impact Fees Ordinance and the need to review and changes policies once the Circulation Element is revised. Mr. Emslie indicated that the element is taking into consideration the impacts if the Winchester Boulevard interchange is not constructed. 4. Plans and Reports prepared for Development Proposals - staff and geotechnlcal consultant review based on current policies and professional standards. Mr. Emslie discussed the total development review process and the administrative changes staff has made to insure that projects are prope~ reviewed within a proper sequence so none of the process has to repeat or double back on itself. The most important step as described by Mr. Perlin is requiring geotechnic clearance prior to acceptance of a tentative map for processing by the City. Councilmember Stutzman inquired as to whether the new proces would correct the problem of after the fact field changes being made with approval and the as-builts finished later. Mr. Perlin indicated that the new process will resolve most of this problem since the completeness of review and the review standard is now higher. City Council Minutes 2 August 27, 1991 It was agreed that the mitigation agreement should be developed and approved by the Planning Commission between approval of the tentative map and submittal of the final map to the City Council. If field conditions indicate a substantiv~ change to approved plans and mitigations is necessary, the Planning Commission would review necessary changes and approve amended plans and an amended mitigation agreement. 5. Pest Development Approval Conditions - meeting the requirements of other agencies and their impact on post approval changes to plans. The staff discussed the issue of post project approval requirements and conditions of other agencies which can reguire changes to approved plans. It was agreed that early stage communication with such agencies is needed, requesting a more detailed review so that potential conditions can be factored into the decision making process. Staff to take care to see this is accomplished. 6. Senior Housing Facility at the Paul Masson site on Saratoga Avenue The Council and Connnission discussed the issue of revisions to the Senior Housing facility plans. On advice of the City Attorney, Commissioner Eavero stepped down from discussion on this matter because of a potential conflict of interest because he owns property in the vicinity of the site. It was agreed that the zoning change for three stories should go forward at the same time with the project revision proposal, the developer to take the risk in each case. 1991 Pavement Management Program - Authorization to Advertise for Bids CLEVENGER/ANDERSON MOVED TO AUTHORIZE ADVERTISING FOR BIDS. Passed 5- 8. Closed Session Item on Coceiardi Litigation ANDERSON/MONIA MOVED TO PLACE THIS ITEM ON THE AGENDA. Passed 5-0. The Council instructed the City Attorney to proceed with cases as directed by the City Council. 9.
