SARATOGA CITY COUNCIL
TIME: Tuesday, December 10, 1991 - 7:30 p.m.
PLACE: Senior Day Care Room, Community Center, 19655 Allendale Ave.
TYPE: Adjourned Regular Meeting/Joint Meeting with Saratoga Area
Senior Coordinating Council
1. Roll Call
Councilmembers Anderson, Clevenger, Monia, Stutzman and Mayor Kohler
were present.
Members of the SASCC present: Paul Bowlin, Keith Gordon, Elizabeth
Replogle.
SASCC Staff members present: Olga MacFarlane, Rita Pennington
City Staff members present: City Manager Peacock, City Attorney
Riback.
2. Report of city Clerk on Posting of Agenda
The City Clerk reported that pursuant to Government Code 54954.2, the
agenda for this meeting was properly posted on December 6. The notice
of adjournment from the December 4 Council meeting was properly posted
on December 5.
3. Receive and file reports on:
A. SASCC Operations
B. Adult Daycare Operations
C. Status of Endowment Fund
D. Fund Raising Efforts
- Olga MacFarlane distributed copies of the above reports to the City
Council. Elizabeth Replogle, SASCC President, reviewed progress on
meeting the objectives of SASCC. Unmet needs include extra
maintenance help to set up and take down tables and chairs (more
able-bodied men are needed because City maintenance staff cannot
always be here to help out). Need a place to have the caseworker
conduct interviews. Transportation is still a need, especially in
the evening, when many seniors prefer not to drive. Ratio of
memberships by sex are 2/3 women and 1/3 men. This is a natural
situation since women live longer than men.
- Ideas for enhancing transportation include looking into using student
disabled vehicles owned by West Valley College.
- SASCC serves about 2,000 seniors a month with current programs.
- Inoculated 1,200 people for flu over two Saturdays.
- Continuing outreach to minority community. Progress is slow but
steady. Cultural needs are proving to be a major challenge to
increased socialization and participation.
Mayor Kohler arrived at 8:00 p.m.
Paul Bowlin stated that budget needs of SASCC from the City should
equal 50% of the budget. That is not currently the case, since the
City cut the SASCC budget request in 1991-92.
Phyllis Williams stated that because of West Valley College budget cuts
many programs performed at the Senior Center by college faculty are
going to be cut out. SASCC will need more money for programs to make
up the difference--about $13,200 in 1991-92.

Fundraising for the Senior Day Care Center is a problem this year.
Last year about $38,000 was raised. This year they hoped to raise
$42,000, but may only achieve about half of that amount; they may be
$22,000 short. Planned program is to go four days a week in 1992-93.
The facility can serve up to 20 persons per day.
Keith Gordon reported on the status of the Endowment Fund. The balance
as of November 30, 1991, is $742,204.
4. Budgetary Need for 1992-93 from City of Saratoga
For Senior Center, $40-42,000; for Senior Day Care, $32-35,000. These
are rough figures, according to Keith Gordon.
5. SASCC Long Range Plan
Plan was presented by Olga MacFarlane as a road map for the next five
years to be updated each year to achieve one year objectives' and
establish five year goals.
6. Issues of the Senior Community: Housing, transportation, etc. -
General Discussion
There was a general discussion on the issue of senior housing and the
needs the seniors see for Saratoga. The Council suggested the seniors
continue to communicate their desires and ideas as to needs of seniors
who live in Saratoga.
