HomeMy WebLinkAbout01-21-1992 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, January 21, 1992 7:00 p.m. PLACE: Senior Day Care Room, Community Center, 19655 Allendale Ave. TYPE: Adjourned Regular Meeting 1. Roll Call Councilmembers Anderson, Clevenger, and Mayor Kohler were present; Councilmembers Monia and Stutzman were absent. 2. Report of city Clerk on Posting of Agenda The City Clerk announced that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on January 17. The notice of adjournment from the January 15 Council meeting was properly posted on January 16. 3. Presentation by Supervisor Dianne McKenna on children,s Shelter Financing Supervisor McKenna made a videotape presentation on the proposed new County children's shelter. There was consensus that when the City considers HCD grants on February 5, 1992, $30,000 will be devoted to assist the construction of the shelter, which represents 1.5% of the $2 million needed from public agencies, a percentage equal to the percentage of Saratoga children and percentage using the shelter. 4. Joint Meeting with Library Commission A. community Library Expansion Library Commissioners Brenner, Krezek, Martini, Newby, Peacock, Towse and Watkins were present. Library Staff Members Fuller, Barnes and Yee were present. Commission Chairman Newby made a presentation on the proposed expansion of the Library. CLEVENGER/ANDERSON MOVED TO APPOINT A COMMITTEE TO CONTINUE INVESTIGATION OF THE EXPANSION; THE COUNCIL IS TO CONSIDER SELECTION OF A COUNCILMEMBER AT THE FEBRUARY 5, 1992, MEETING AND A PUBLIC MEMBER AFTER A RECRUITMENT PROCESS. Passed 3-0. Mayor Kohler called a recess at 8:30 p.m.; he reconvened the meeting at 9:00 p.m. 5. Topics suggested by E. T. Barco A. Light Pollution Ordinance Col. Barco stated that there was a need to bring this forward and get a meaningful ordinance on the books. B. Public Nuisance Ordinance col. Barco stated that a "catchall ordinance" was needed which covers problems not handled by existing regulations. C. Staff Col. Barco stated that Community Services Officers were not concerned about doing their job and made excuses. He felt it was necessary to threaten them to get action and that they treat public with disdain. He believed there was a need to train all people to treat the public with courtesy. D. Need for City Ombudsman or Ombudswoman or both City Council Minutes 2 January 21, 1992 C~i. Barco stated that people need someone to go to to intercede, rapresent and help out when they are getting a runaround, don~t know where or who to go to, or need someone to speak for them. There was consensus to ask staff to research ombudsman, limits on animals, and disturbing the peace. 6. Designation of a Local Enforcement Agency and Enforcement Fee. CLEVENGER/ANDERSON MOVED TO DESIGNATE THE COUNTY AS THE LOCAL LAW ENFORCEMENT AGENCY PURSUANT TO THE INTEGRATED WASTE MANAGEMENT ACT OF 1989. Passed 3-0. 7. Vines on Freeway Landscape The Council favors use of vines at this point. 8. Closed Session on Personnel Matters - Management Employee Compensation and Selection of Planning Director The Council reviewed revised benefits proposal from management employee group, continued discussion to February 5, 1992, when a full Council will be present. Authorized the City Manager to make an offer to Planning Director candidate as outlined in his confidential memorandum of January 17.
