HomeMy WebLinkAbout02-25-1992 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, February 25, 1992 7:00 p.m. PLACE: Senior Day Care Room, Community Center, 19655 Allendale Ave. TYPE: Adjourned Regular Meeting 1. Roll Call Councilmembers Anderson, Clevenger and Mayor Kohler were present at 7:15 p.m. Councilmember Monia arrived at 7:30 p.m. Councilmember Stutzman was absent. Staff Members present were City Manager Peacock, City Attorney Riback, Environmental Programs Manager Gloege, and Interim Planning Director Eisner. Representatives of the Congestion Management Agency were Michael Evanhoe and John Ashworth. 2. Report of City Clerk on Posting of Agenda The City Clerk announced that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on February 21. The notice of adjournment from the February 19 Council meeting was properly posted on February 20. 3. Congestion Management Agency Trip Reduction Program John Ashworth, Vice Chair, Congestion Management Agency, prefaced his remarks by describing the status of a proposal for continuing the 1/2- cent sales tax on the November ballot to fund transit projects. He invited the Council to attend a 6:00 p.m. meeting of the West Valley cities on March 10, 1992, in Campbell to be briefed on the proposals and issues before they are solidified into a County ballot measure. (The March 10 schedule may be revised to 8:00 p.m. if necessary.) Michael Evanhoe presented the proposal for the TDM program and the Commuter Network ordinance. 4. Civic Center Remodeling - Budget Review The City Engineer presented his report. Council requested that a general listing of cost items be presented to the City Council with a proposed budget amendment at the March 4, 1992, Council meeting. 5. Report from city clerk on Ballot Argument Procedure MONIA/ANDERSON MOVED TO DESIGNATE MONIA, KOHLER, OR STUTZMAN OR MORE THAN ONE TO WRITE THE BALLOT ARGUMENT IN FAVOR OF THE MEASURE. Passed 4-0. MONIA/ANDERSON MOVED TO DESIGNATE ANDERSON, CLEVENGER OR BOTH OF THEM TO WRITE THE ARGUMENT AGAINST THE MEASURE. Passed 4-0. MONIA/KOHLER MOVED TO SEND THE MEASURE TO THE CITY ATTORNEY FOR IMPARTIAL ANALYSIS. Passed 4-0. The Council discussed its field trip of last Saturday and a general outline as to how to continue the decision process with the City Manager and the Interim Planning Director. 6.
