HomeMy WebLinkAbout03-24-1992 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, March 24, 1992 - 7:00 p.m. PLACEZ Senior Day Care Center, 19655 Allendale Ave. TYPE: Adjourned Regular Meeting/Joint Meeting with Heritage Preservation Commission A moment of silence in memory of Peter Smith, Finance Advisory Committee Member, who passed away March 23 was observed. 1. Roll Call Councilmembers Anderson, Monia, Stutzman, and Mayor Kohler were present. Staff Member present was City Manager Peacock. 2. Report of the City Clerk on Posting of Agenda The City Clerk announced that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on March 20. The notice of adjournment from the March 18, 1992 Council meeting was properly posted March 19.. 3. Intervlewswith Library Expansion Committee Applicants Karen Ceppos, Bernice Giansiracusa, Margaret Pinelli, Dorathy Skow were interviewed by the Council. 4. MEW BUSINESS A. Transfer of Appropriation from FY 1993 to FY 1992 to purchase a replacement line painting airless sprayer. STUTZMAN/MONIA MOVED TO APPROVE PURCHASE, ADOPT RESL. 91-46.10. Passed 4-0. 5. Joint Meeting with Heritage Preservation Commission Commission Members Peck, Ansnes, Peepari, Davis and Chair Koepernik were present. Staff Member present was Associate Planner Adar Joint Meeting Items A) Continue to review designs as they are referred to the Commission. B) Review resource inventory. C) Work on education in the field and work on the heritage resource inventory book for Saratoga. D) Research on history of transportation routes in Saratoga was reviewed by Willys Peck. E) Worked on color and trim scheme for the Warner Hutton House and selected a brown color scheme. F) Education in the form of' workshops in historic preservation and how to do it. G) Preparing articles on historic houses for publication. H) Work on education of Saratoga history for school classes. In discussing the Saratoga Avenue heritage designation, it was agreed that the Commission formulate criteria for plans, programs and standards which would act to preserve and enhance the preservation of the character of the street. 'City Council Minutes 2 March 24, 1992 'Commissioner Ansnes presented a slide show on the architectural '.history of Saratoga. '7 · APPOINTMENT OF PUBLIC MEMBEI~ TO THE LIBRARY EXPANSION COMMITTEE. MONIA/STUTZMAN moved to expand Committee to twelve members and lappoint all four applicants. Passed 4-0. 8. Adjournment The meeting was adjourned at 9:05 p.m. Respectfully submitted, Harry R.
