SARATOGA CITY COUNCIL
TIME: Monday, April 20, 1992 - 7:30 p.m.
PLACE: Redwood Middle School, 13925 Fruitvale Avenue
TYPE: Adjourned Regular Meeting/Joint Meeting with Saratoga Union
School District
1. Roll Call and Report of City Clerk on Posting of Agenda
Councilmembers Anderson, Clevenger, Monia, and Stutzman were present.
The City Clerk announced that pursuant to Government Code 54954.2, the
agenda for this meeting was properly posted on April 17. The notice
of adjournment from the April 15 Council meeting was properly posted
on April 16.
Vice Mayor Monia, as City presiding officer, suggested that Board
Member Hunter preside, as the meeting was being held at the District
facilities.
2. Proposed Collaborative Focus for School District and City
a. Relatlonship Building
Mary Gardner, incoming superintendent, spoke to the importance of this
first joint meeting to building the relationship between schools and
the community. Vice Mayor Monia brought up the problem the City has
in relating to so many different school districts. Board member Hunter
noted that the Saratoga School district is the only one entirely within
the City.
Councilmember Clevenger noted that the large number of school districts
creates problems of community identity, and we must find ways to
overcome this disadvantage. Meeting more frequently than once a year
would depend upon the degree of school district/city involvement,
opined Councilmember Anderson. Areas to work together might include
day care, recreation, student recognition, etc.
b. Community,s Responsibility to Youth
1) Safety
The traffic problem in and around Redwood School not only on Fruitvale,
but on Saratoga Avenue as well, was discussed. The City Manager
related the City's plan to have an OTS study done in a post-freeway
environment and a reconfiguration of Fruitvale and Saratoga Avenue.
A question was also asked about plans to improve Fruitvale for
pedestrians and bicyclists. Boardmember Masiello suggested that there
be a bike path through the orchard and out to the street which
parallels the St. Andrews school playfield. The City was asked to look
at this.
Staff was directed to provide plans for the Fruitvale/Saratoga
intersection to the school district for review. Councilmember Anderson
asked for input from the district on appropriate sidewalk locations
near schools. She also suggested the district get into the carpool
business with available computer software. City should look into
including schools in the computer network.
2) Youth Activities
a) Warner Hutton House
The City Manager and Recreation Director updated the Council and School
Board on the status of the opening of the Warner Hutton House. June
5 is now the planned date for the official open house, although actual
afterschool programming is due to start in early May.
b) Skateboard Park
The City Manager stated that City staff was working on completing its
analysis of the remaining location available on the Civic Center site

but would also be proposing possible development of a roller blading
area and roller hockey rink in lieu of a skateboard facility. These
proposals would come to the City Council in two to three weeks.
c. Recreation Department - Long and Short Term Plans
Boardmember Hunter suggested that with school program cutbacks there is
a need for after school programs in music, art, etc. to replace classes
lost at the schools. The City would agree to do such offerings if the
actual costs can he recovered. Day care was also discussed in this
context. Focus on programs for fourth, fifth and beyond after school
programs rather than general daycare.

e. Saratoga,s cultural Diversity
There is a need to get a handle on this, perhaps through English as a
Second Language for parents, especially wives. There is also a need
for more facilities tb provide for more kids. Fifty percent are now
foreign-born, but pro-school classes are filled. This too should be
worked on between the schools and the City. However, we must not
overlook the fact that cultural understanding is a two way street.
f. Other
Councilmember Anderson brought up an unfortunate incident which
happened at the School District parcel tax election headquarters last
Tuesday night and several misunderstandings which resulted.
There was agreement to explore transportation for handicapped students
and repair of facilities. Investigation of possible use of HCDA
funds, etc. was requested by Vice Mayor Monia. Also bingo, beer
concession at Celebrate Saratoga, other fundraising methods should be
explored.
Boardmembers Adolphson and Comport related their interest in the police
services proposal being made by Los Gatos to Saratoga.
3. SCCCA Nominations and City Selection Committee Nominations
ANDERSON/STUTZMAN MOVED TO APPROVE A MINUTE RESOLUTION APPOINTING
CLEVENGER TO THE CITY SELECTION COMMITTEE. Passed 4-0.
4. Adjournment
The meeting was adjourned at 9:30 p.m.
