HomeMy WebLinkAbout04-21-1992 City Council Minutes ~) '. , MINUTES ' ' ./ SARATOGA CITY COUNCIL TIME: Tuesday, April 21, 1992 - 7:30 p.m. PLACE: Senior Day Care Room, Community Center, 19655 Allendale Ave. TYPE: Adjourned Regular Meeting/Joint Meeting with Saratoga High School District 1. Roll Call Councilmembers Clevenger, Monia, Stutzman and Mayor Kohler were present. City Manager Peacock was also present. 2. Report of City Clerk on Posting of Agenda The City Manager reported that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on April 17. The notice of adjournment from the April 15 Council meeting was properly posted on April 16. 3. Roller Blades and Liability The City indicated that if activities are sponsored at the high school by the City, then liability will be covered by the City through a certificate of coverage through ABAG Plan Corporation. Councilmember Anderson arrived at 7:40 p.m. The City agreed to examine leasing high school athletic fields, etc. for parks and recreation purposes and covering the high school for liability for use as a City park facility. 4. Utilization of Community services Officers by High school District The City Manager explained the functions the CSO's perform and the fact that both sheriff's personnel and CSO's are dispatched by the County Communications Center, which handles all 911 calls. 5. Law Enforcement Coverage of City of Saratoga A general discussion was held regarding the provision of law enforcement services and the ongoing negotiations with the County and the proposal received from the Los Gatos Police Department. City Manger to arrange for a hearing on this issue only--tentatively May 13--provide school notification and display ad in Saratoga News. 6. Warner Hutton House The City Manager briefed the Board on the opening of the Warher Hutton House. 7. Halloween There was a general discussion about the pros and cons of holding large events to try to keep kids off the street. The topic of the sending of a no-tolerance letter from the City or law enforcement before next Halloween explaining the consequences of unacceptable behavior was also discussed. Plan to bring up again after June when new law enforcement contract is in place. 8. Adjournment The meeting was adjourned at 8:50 p.m. Respectfully submitted, Harry R. City Clerk
