SARATOGA CITY COUNCIL
TIME: Saturday, May 2, 1992, 9:00 a.m.
PLACE: Senior Day Care Room, 19655 Allendale Avenue
TYPE: Adjourned Regular Meeting/Annual Policy and
Budget Review Conference
1. ROLL CALL
Councilmembers Present: Anderson, Clevenger, Monia, Stutzman,
Mayor Kohler
Staff Present: City Manager Peacock, City Engineer Perlin,
Planning Director Curtis
2. REPORT OF CITY CLERK ON POSTING OF AGENDA
PUrsuant to Government Code 54954.2, the notice of adjournment
from the April 15 meeting was properly posted on April 16.
The agenda was,properly posted on April 24.
3. CAPITAL IMPROVEMENT8 PLAN
Reviewed Project 905 - proceed in 92-93 with construction
924 - just keep active for 92-93
926 - open bid on May 5th, award on May 20th
945 - go ahead
953 - applying for Grant Funds through the State
9103 - recommend moving up to 92-93 - ok
9106 - applied for Grant for this - recommend
start work in 92-93 and build in 93-94
9111 - move up if funding is available
9113 - expect to begin neighborhood meetings in
June
9114 - need to find out whether neighborhood
majority still wants a park--schedule for
Parks & Recreation meeting in June to get
attitudes and design concepts
9201 - consider in conjunction with other options
for skateboard
-- Look into creating beautification commission, city nursery,
etc. as a permanent city group - staff to come back with
proposal on options in July
-- Staff to ask Finance Committee to look into Nelson acquisition
options
-- Hakone Gardens concern expressed over cost of garden and
need to find more revenue to counter balance and cap future
costs - agree to discuss this problem with the Foundation in
September (tentatively scheduled for September 8th)
-- Sheriff's Contract - Vic:'"Why do we pay for retirement by
Sheriff when retirement is paid through a tax override levied
against all property owners?"
Sheriff to respond - .0388 rate on tax bill goes to cover
county retirement
4. 92-93 PROPOSALS
-- Send copies of City Attorney billings for last six months to
Council
-- City Manager and Finance Committee to come up with alternate
reserve policy for May 30th
-- Recruit for Finance Committee replacement - Post Notice
-- Cutback to 92-93 operating levels -- represent to remove

5. COMITY INPUT
-- Work on cultural inclusion - assign to Recreation
-- Trails - ok to go with priorities 1 and 3
-- Saratoga Creek - junk in it along Wildwood - police please -
assign to Maintenance to follow-up both in-house and with
Water District
6. ORDINANCE ISSUE
-- No extensions of design review approvals - draft revision to
ordinance which a) removes provision for extension and 2) sets
a limit for time the design review approval is good for, 18
or 24 months (consult with departmental staff on the most
reasonable time to get plans designed, approved, etc.)
7. CLOSED SESSION
A. Authorized the City Attorney to defend the City and City
Manager in the West Valley Taxpayers litigation
B. Agreed to continue discussion on the Cocciardi litigation
to May 6th closed session
