R011 Call Councilmembers Anderson, Clevenger, Monia and Mayor KOhler were present. Councilmember Stutzman was absent. Youth Commissioners Adams, Armijo, Chao, Chu, Gupta, Kuo, Loretz, Morimoto, Martin, Nivas, Noonan, Orr, Soderman and Yamada were present. 2. Report of city Clerk on Posting of agenda The City Manager reported that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on May 22. The notice of adjournment from the May 20 Council meeting was properly posted on May 21. 3. Committee Reports a. Fund Raising Commissioner Gupta reported that the Commission had had an art show at Village Open House. They sold entertainment books, boxer shorts, apple cider, fish kite. Net profit was $800 from all activities. Things to do differently next year: start a little sooner and change timing on selling of boxer shorts. Goal this year was to raise $500, have many activities, help out other committees, help publicize commission. For next year, have raffle with speaker at dinner. Apple cider in winter and lemonade in spring at Gene's Quito Market. b. Merchants Commissioner Kuo reported that the job folder had been updated, contacted merchants, career center at high school. Plan to have phone- in number at Warner Hutton House for next year. Have booth at Blossom Festival, work with Chamber of Commerce more extensively next year. c. Music Commissioner Armijo reported that the Music Fest had been held in September. Had about 1,000 young people there the whole day. Had six bands. There was no gym jam this year because of no CASA sponsorship. Music Fest expenses picked up by Chamber of Commerce. Changes for 1992: award trophies at end of the day, not next week. Have winning bands play at Street Dance in Teen Scene area rather than at parade. d. Public Relations Commissioner Nivas - Goals: Let people know there is a commission, there is a Warner Hutton House, and kids in town can work with Youth Commission. Working on grand opening for Warner Hutton House on June 5, notifying schools and entire community. Next year: work on a commission logo. Get photo of commissioners to hang in Warher Hutton House, put suggestion boxes in schools for ideas of things to do. Need to get kids on Commission with journalism.background. e. Teen Dance Commissioner Orr reported that there were two dances for junior high students, January and May. Had 200 young people at each dance. Plans for summer: patio dances at Warner Hutton House. Halloween dance for junior high students. Gross from dances was $2,000 with net profit of $1,000. Committee is planning a middle school dance on Halloween night this year. f. warner Hutton House C.ity Council Minutes 2 May 26p 1992 Commissioner Soderman reported that June 5 is the official opening. P~ssed out flyers on operations and rules for behavior. Explained fee activities, free activities and membership. 4. Multi-Use In-Line Skating Facility - s:00 p.m. Will be passing petition around the high school and the community to determine level of interest. Commission recommends a facility which is both a rink and a recreation facility with ramps and features besides a level. area trails, a "teen" park type facility. Many adults have taken up the sport, too. Mayor Kohler asked if skateboarding were no longer popular. The answer was no, but a roller blade facility will serve a much bigger Segment of the population. Councilmember Monia - plans for funds being raised by the Commission. Help tO offset costs. Eventually wants to work on an endowment for donation and to support Warner Hutton House. 5. Sheriff's Contract - Discussion with Public safety Commission Commissioners Dawson, Dowdy, Johnson, O'Rorke and Swanson were present. If we want to continue to look at Los Gatos, we need to get a lot more information from them to questions raised in Commission report. - Los Gatos has some good programs which the Sheriff should start to implement for Saratoga. - The issue of teen relations is complex and has many perspectives: parents, students, administration, community. - Sheriff will be doing DARE at Redwood starting in September. Councilmember Monia stated that we should declare to the Sheriff our intention to continue contract for a period of time, develop concerns so Sheriff can work on them, define so program can be developed and evaluated. There was consensus to continue Sheriff's contract, with the Public Safety Commission to evaluate issues at schools, look at Los Gatos programs for things for Saratoga to do. Commission needs a couple of months to define programs for start of school in fall with evaluation six months thereafter. Sheriff does need lead time to train special deputies for new programs. - What about dealing with Halloween? Ask on Citylink computer bulletin board about solutions. - city should try to facilitate work on keeping Halloween from being a law enforcement problem. 6. Nominee to County Solid Waste Committee MONIA/ANDERSON MOVED TO NOMINATE MAYOR KOHLER FOR COUNTY SOLID WASTE COMMISSION. Passed 4-0. 7.
