SARATOGA CITY COUNCIL
TIME: Tuesday, July 7, 1992
PLACE: Senior Day Care Room, Community Center, 19655 Allendale Ave.
TYPE: Adjourned Regular Meeting/Joint Meeting with Chamber of Commerce
1. Roll Call
The meeting was called to order at 7:35-~.m. Councilmembers Burger,
Monia, Tucker and Mayor Anderson were present (Councilmember Kohler
arrived at 8:15 p.m.). City Manager Peacock was also present.
2. Report of City clerk on Posting of Agenda
The city clerk reported that pursuant to Government Code 54954.2, the
agenda for this meeting was properly posted on July 2. The notice
of adjournment from the July i Council meeting was properly posted on
July 2.
3. ,Items of Mutual Interest to the Council and the Chamber of
Commerce
a) Get businesses to open day of the Parade
Chamber Executive Director is working on this with the Village
Merchants. Will send letter out to'merchants to encourage retailers,
restaurants, etc. to stay open on the Sunday of the parade.
Councilmember Tucker suggested that the Saratoga News publicize
businesses which will remain open.
Councilmember Monia suggested that the Chamber try to find out why
businesses don't wish to stay open and see what can be done to remove
barriers to staying open. Also maybe City could use newsletter to
advertise Saratoga business at a low additional cost. Also would help
to offset cost to City of newsletter.
b) Downtown Revitalization Conference, San Jose, August 6-7,
1992
Ms. Arthur will go if a representative of the Village Merchants will
go. City will send Planning Director and Mayor if two go from the
business community. Also discussed the need for the Gateway Business
Area to create an identity for that area. City Council encouraged that
area's merchants to come in with a plan for City to approve.
c) Celebrate Saratoga activity
Mr. Orr discussed this year's efforts to make this a true City-wide
event. Involve new residents, stress diversity of cultures in the
City. Events will cover nine days with Friday night western gala at
Civic Center as kickoff event on September 18. Shopping spree will
cover the two week period starting the week of the kickoff gala.
Parade will be on September 20. Street dance on the 26th as final
event.
Councilmember Monia suggested looking at a bicycle rally for 1993.
(Councilmember Kohler arrived at this point.)
The Chambers asked for a commitment from the City to keep funding in
the budget for now. There was consensus for City Council to take this
up regarding cuts for the July 15 meeting.
Council agreed to fund parade at $7,550 and to work with Chamber to
reduce other City expenses involved in putting on other events.
d) Promoting business in general
Councilmember Monia suggested the chamber look at script for businesses
to help raise money for the Chamber of Commerce and promote shopping
in Saratoga.

4. Commission Attendance Policy
Councilmember Burger suggested that all meetings are of equal weight,
both regular and adjourned meetings.
Discussion ensued as to whether there has been an attendance problem
with the Planning Commission. Opinions differed. All agreed that work
product is not at issue, but specific guidelines for commissioners and
prospective commissioners are important to some Councilmembers.
Continue item to August 11 joint session. City Manager to notify other
commissions to come up with a proposed policy for their bodies.
5. Measure T Letter
Shelley willjams made a presentation requesting the City Council to
withdraw its support of Measure T and the formation of the Local
Transportation Authority.
Gary Burke, Manufacturers Group, reported that all fifteen cities and
the Board of Supervisors have passed resolutions approving the
formation of the Authority. It has been formed, the Board selected,
and meetings begun. Support documents for Measure T will include the
City's desire to have the Sunnyvale/Cupertino light rail extension have
its southerly terminus near Rainbow Drive.
MONIA/TUCKER MOVED TO REAFFIRM THE POSITION ALREADY TAKEN BY TNE CITY
COUNCIL. Passed 5-0.
Larry Reuter, head of the Transportation Agency and a Saratoga
resident, was introduced.
6. Term Limits Letter
MONIA/BURGER MOVED TO SEND LETTER. Passed 5-0.
7. Garbage Bins and Mr. Whetstone
MONIA/BURGER MOVED TO PLACED THIS ITEM ON THE AGENDA. Passed 5-0.
There was consensus to place the matter on the agenda for July 15 under
Written Communications. Also, a dumpster on Allendale Avenue was
reported to Mr. Monia by Col Barco.
8. Budget Cuts
The Council directed the City Manager's memo on proposed budget cuts
and priorities be placed on the July 15 agenda for review.
7. Adjournment
The meeting was adjourned at 10:10 p.m.
