TYPES Adjourned Regular Meeting
1. Roll Call
The meeting was called to order at 7:30 p.m. Councilmembers Burger,
Kohler, Monia, Tucker and Mayor Anderson were present. Staff members
present were City Manager Peacock, City Attorney Riback, Administrative
Assistant Campbell and (arriving at 9:00 p.m.), City Engineer Perlin.
2. Report of City Clerk on Posting of Agenda
The City Manager reported that pursuant to Government Code 54954.2, the
agenda for this meeting was properly posted on July 24. The notice of
adjournment from the July 21 Council meeting was properly posted on
July 22.
3. Presentations regarding proposals for Community Librar~
EXpansion
Spencer Associates:
John Stipula, presiden~ of the firm, presented his firmws proposal to
provide design development services for the expansionOf the community
library. He also introduced Nancy Hardesty, the landscape architect
proposed for the project, and Hugh Kennedy, the proposed project
manager for this project.
Mr. Stipula indicated the firm has worked on twenty library projects
since he joined the firm.
Ripley Associates:
Cynthia Ripley, president of the firm, presented her firm~s proposal.
She introduced Stuart Colby as the proposed project architect, Steve
Weller of Wallace, Roberts and Todd, who would be the landscape
architect for the project, and David Malman of Architectural Lighting
Design, who would provide lighting consulting services. Ms. Ripley
stressed the need to improve the ability of the library to relate to
the site and views of the orchard and the hills.
Discussion by City Council:
Burger - budget constraints may preclude City beginning the project at
all without having a better idea of what cuts the City is going to have
to make.
Anderson - could choose firm now but not put them under contract until
budget problems are worked out.
Monia - how important is having a plan before going'to the community
for funding?
Tucker - thinks design is an important aspect to the public to relate
to. Another issue is whether State budget cuts would create a service
cut problem which would only be worse if the library were bigger.
There was consensus to pick the architect and then develop a program
which the City can afford given the budget crunch, rather than going
with the proposal per the Request for Proposals.
Monia - Spencer didn't do the first building right in terms of its
function and use. Ripleyws alternative #4 looks like the best
approach.
Kohler - The Committee picked Ripley. It's all right to have Council

look it over, but the outcome after the presentations should be the
same. Use Ripley.
Burger - Ripleyes landscape concept not well developed. Spencer was
better. But both come out almost evenly. Feels as Kohler does. We
asked committee for recommendation and sees no reason to change their
recommendation.
Tucker - Feels Spencer captured spirit of Saratoga and should be the
choice again.
Anderson - Prefers Spencer. Firm is doing more exciting architecture,
and his approach is freshet, more imaginative and more interesting.
MONIA/KOHLER MOVED TO APPROVE RIPLEY ASSOCIATES. Passed 5-0.
Council Committee Reports:
Tucker attended Mayores Luncheon. They are worried about public
employeese.salaries being out of line with industry, but people-will
leave if they cut salaries.
Tucker attended Chamber Annual Retreat and discussed City finances and
downtown conference. Also attended League Division meeting.
4. Closed Session - Review of Tr. 7770 Restoration Plan
At 11:00 p.m. the meeting was adjourned to a closed session.
5. Adjournment
At 11:40 p.m. the meeting was adjourned. No decision was made. The
City Attorney is to review the Council decision in September 1990
regarding previous plan approval and agreement by Cocciardi.
