HomeMy WebLinkAbout10-06-1992 City Council Minutes MINUTE8 SARATOGA CITY COUNCIL TIME: Tuesday, October 6, 1992 - 7:30 p.m. PLACE: City Hall Emergency Meeting Room, 13777 Fruitvale Ave. TYPE: Adjourned Regular Meeting Mayor Anderson called the meeting to order at 7:35 p.m. Councilmembers Burger, Kohler, Monia, Tucker and Mayor Anderson were present. 2. Report of City Clerk on Posting of Agenda The City Clerk reported that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on October 2. The notice of adjournment from the September 16 Council meeting was properly posted on September 17. BURGER/TUCKER MOVED TO ADD TO THE AGENDA AN UPDATE FROM THE CITY EAGER ON THE BRUSH FIRE WHICH OCCURRED ON OCTOBER 5. Passed 5-0. 3. City Budget Reductions The City Council reviewed with the City Manager his memorandum dated October 6, 1992, on proposed budget cuts. Individual members of the Council identified items from Attachment 1 of the memorandum which they wished to discuss and vote on individually. These were as follows: TUCKER/BURGER MOVED TO CUT THE DUI PROGRAM EFFECTIVE 11/1/92, REDUCING THE POLICE SERVICE8 BUDGET BY $36,850. Passed 5-0. MONIA/KOHLER MOVED TO RESTORE THE $10,000 FOR PERFORMING ARTS GRANTS WITH INSTRUCTION8 TO THE 8TRFF TO TIGHTEN UP ON THE ELIGIBILITY REQUIREMENTS. Passed 5-0. BURGER/TUCKER MOVED TO RESTORE $800 IN SISTER CITY FUNDING TO COVER MEMBERSHIPS AND GIFTS TO MUKO-SHI FOR THE NOVEMBER SISTER CITY VISITATION. Passed 5-0. TUCKER/MONIA MOVED TO RE8TORE PARATRANSIT FUNDING TO THE FULL $15,000 AMOUNT. Passed 5-0. TUCKER/BURGER MOVED TO RESTORE FUNDING OF THE CITY COUNCIL EXPENSE ALLOWANCE. Passed 5-0. BURGER/TUCKER MOVED TO RESTORE FUNDING OF THE ANNUAL PUBLIC SAFETY APPRECIATION PICNIC. Passed 5-0. BURGER/MONIA MOVED TO RESTORE FUNDING OF THE EMPLOYEE RECOGNITION LUNCHEON. Passed 5-0. MONIA/BURGER MOVED TO RESTORE ALL BUT $3,600 TO THE SPECIAL MAILINGS AND NOTICES FUNDING. Passed 5-0. IT WAS THE CONSENSUS OF THE COUNCIL TO REPLACE THE COFFEE SERVICE ON THE COMMUNITY THEATRE/COUNCIL CHAMBERS WITH COFFEE AND SOFT DRINK VENDINGMACHIREG. TUCKER/BURGER MOVED TO ELIMINATE ALL CAPITAL PROJECT DEVELOPMENT FUNDING FOR THE LIBRARY EXPANSION AS RECOMMENDED BY THE STAFF. Passed 4-1 (Monia opposed). The remainder of the cuts recommended by the City Manager were approved. He was directed to prepare a budget adjustment resolution containing all changes as approved for formal vote on October 21, 1992. Fire Status The City Manager reported on his intentions, along with the Saratoga City Council Minutes 2 October 6, 1992 Fire District, to hold a neighborhood meeting with residents of the fire area to discuss cleanup, erosion control, replanting, brush clearance, debris removal, drainage control, etc. to be prepared to deal with the burned hillsides when the winter rains appear. Mayor Anderson stated that Green Valley Disposal is offering to supply debris bins to the neighborhood to help. residents get rid of burned fences, structures, bushes, trees~ etc., and clean up from the fire. Monia suggested that as the Planning Commission considers its xeriscape ordinance next month it should be looking at the need to specify fire resistlye plants and to keep tree plantings well away from structures. 4. Closed session on city Manager Evaluation and on Employee Salaries and Benefits The City Council then went into closed session at 10:20 p.m. to discuss with the City Manager their evaluation of his performance and employee salaries and benefits. In closed session the City Council instructed the City Manager to begin to examine alternative salary plans for management personnel for further discussion at a later date. 5.
