HomeMy WebLinkAbout12-08-1992 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Tuesday, December 8, 1992 - 6:00 p.m. PLACE: City Hall Emergency Meeting Room, 13777 Fruitvale Ave. TYPE: Adjourned Regular Meeting/Joint Meetings with Planning Commission and Saratoga Area Senior Coordinating Council 1. Roll Call Councilmembers Burger, Kohler, Monia, Tucker and Mayor Anderson were present. Planning Commissioners Bogosian, Caldwell, Favero, Forbes, Moran and Murakami were present. Staff Members present: City Manager Peacock, City Attorney Riback, Planning Director Curtis, Planner Walgren, Planner White. 2. Report of City Clerk on Posting of Agenda Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on December 4. The notice of adjournment from the December 2 Council meeting was properly posted on December 3. 3. Posting of Saratoga Creek A. City Manager reported on the progress of posting of the creek. B. Mayor Anderson reported on contact with Regional Water Quality Control Board staff regarding standards for coliformlevels and fecal coliform. She reported that they do not become concerned unless total coliform is 10,000 or greater or if fecal coliform levels exceed 200 log mean or 400 90th percentile. Referred Mayor to Health Department for standards for posting. Kurt Fisher of County Health Department says there is no standard for creeks, but lakes and swimming pools and Santa Cruz County is 400 fecal coliform. Waste Board will ask that restaurants clean up their act and City Engineer will require installation of larger grease traps. Water Board will also suggest flushing out storm drains. Commissioner Bogosian related that there remains a sewer smell in the area from Hobee's up to Le Mouton Noir. The sewer lines may be inadequate and need to be checked for both size and location. Mr. Whetstone stated that under Title 22, Section 65531, total coliform limit is 2.2 for swimming pools. Chief Kraule has concerns about posting unless levels are high and the Health Department recommends against posting because people will start to ignore signs posted, according to Mayor Anderson. Councilmember Monia stated that since samples were taken on November 5, 1992, and discharge from 4th Street bridge did not occur until three weeks later, we cannot assume that the coliform levels are safe. Another item that needs to be cleared up with the lab is when the coliform test was done, as it was not stated on the data sheets. We need to find out. It was generally agreed to have the staff continue with the program to test the creek and bring back a further work plan, if possible on December 16. JOINT MEETING WITH PLANNING COMMISSION 4. Formal Review of City Projects - What are the Pros and Cons of setting up a formallzed process. There was agreement in concept that if a formal review is outlined in the Capital Improvement Program and approved by the City Council, that will serve the public interest. City council Minutes 2 December 8, 1992 5.Paul Masson Specific Plan Work Program The Planning Director presented the outline and time line for preparation of the specific plan. After much discussion, the staff was instructed to proceed. 6.Status of Paul Masson Site - Proceeding as scheduled. 7. Commercial Zoning and Uses - Continued until next joint meeting. JOINT MEETING WITH 8ASCC 8. Long Range Plans for Senior Center Paul Bowlin reviewed the history of the development of the current centers. Membership in SASCC now totals 985 members. Dues are $9 per person and $12 per family, due to go up to $15 in January 1993. One in four residents of Saratoga is now over 55. About 60% are moderate or low income. SASCC is cost effective when compared to City-run programs in other cities. More than 12,000 hours of volunteer time put in. Pursuing formation of an auxiliary organization to support SASCC programs. Olga MacFarlane went over an outline handed out to the City Council of the Senior Center operations. Discussed efforts to reach out to the Asian community and difficulties in being successful because of cultural differences and needs being met by Asian-sponsored agencies. Provided 1450 flu shots, which is a good fund raiser because all the medical assistance is provided by health care volunteers. Rita Pennington went over an outline handed out to the City Council of the Senior Day Care Center operations. Plan to open a fifth day in January 1994. City should approach Campbell for support in exchange for housing funds provided by Saratoga. Staff is to prepare a letter for the Mayor to sign. Lane Tronson briefed the City Council on the financial status of the Senior Center and Day Care Center. Some funding agencies require six months reserve. SASCC does not have cash but uses endowment fund for that purpose. Next year's costs are projected to go up 4% based on a 3.4%'Cost of Living Index for fiscal 1993-94. Projected budget for SASCC is $93,626 and for Daycare, $116,238. The Endowment Fund is now being professionally managed (Harris, Portall). Income from the fund is used for special programs, six month reserve and increasing the size of the endowment. Mr. Monia suggests not expanding in program when income reductions may be occurring as has happened to the City. Maybe keeping 1992-93 budget levels for 1993-94 would be more prudent. Risk in investments must be considered as a special case by government and non-profit agencies to preserve capital. Mrs. Burger stated one of the lights of her life since being on the Council has been working with the senior organizations which do such a remarkable job. 9.
