Meeting with Heritage Preservation Commission and Planning Commission 1. Roll Call Councilmembers Present: Burger, Tucker and Mayor Anderson. Councilmembers Absent: Kohler and Monia. Heritage Commissioners Present: Ansnes, Davis, Fine, Peck, Peepari and Chair Koepernik Heritage Commissioners Absent: Sabin Planning Commissioners Present: Asfour, Bogosian, Jacobs, Moran, Murakami and Wolfe Planning Commissioners Absent: Chair Caldwell Staff Present: City Engineer Perlin, Planning Director Curtis and Associate Planner White 2. Report of City Clerk on Posting of Agenda Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on March 19. The notice of adjournment from the March 17 Council meeting was properly posted on March 18. 3. Heritage Preservation Incentive Program (Planning Commission also will participate in the discussion of this item.) - Associate Planner White provided a staff report on this item. Commissioner Koepernik explained that it is the intention of the Heritage Commission to modify the Zoning Ordinance and related planning processes to provide incentives for property owners to preserve heritage processes. The proposed incentive program would reduce the processing time for certain applications as well as reduce the application fees. A lengthy discussion on the proposed incentive program followed. Neither the City Council nor the Planning Commission were in favor of endorsing the proposed incentive program at this time due to legal and financial concerns. As a result, the Heritage Commission agreed to continue working at refining the program to everyone's satisfaction. 4. Determine Date of Joint Hillslde Field Trip with Planning Commission (Saturday, April 3 or April 10) - This issue was deferred due to scheduling conflicts with the City Geotechnical Consultant. It was agreed to postpone the field trip until sometime in May to a date to be suggested by staff. 5. Discussion of Separate Accounting Mechanisms to provide Funds from Sale of Heritage Inventoz7 Books for Future Heritage Preservation Projects - The City Engineer presented a staff report on this item. There were guestions raised by the Heritage Commissioners about whether the $5,000 grant received in 1990 was intended to be a reimbursement or a matching grant. The Heritage Commissioners felt the grant was intended to be a matching grant and that the expenses incurred by the City in 1990 were not to be reimbursed. As a result, the Commissioners felt that the $3,930 remaining in the Heritage Trust Fund should remain in the fund and that the proceeds from the sale of the Heritage Inventory Books should go into the fund as well. The City Engineer stated that the City Council would need to set the price of the Heritage Inventory Books. After further discussion, The City Council requested a further report from the Finance Director detailing the history of the Heritage Trust Fund and the expenses incurred by the City in 1990 City Council Minutes 2 March 23, 1993 in connection with the development of the Heritage Inventory Book. 6. Discussion of Signage for Heritage Lane Portion of Saratoga Avenue, including Funding and Construction Types - Commissioner Koepernik briefed the Council on the progress of the Commission relative to Heritage signs on the Heritage Lane portion of Saratoga Ave. The Commission will continue to work on this and will report back to the Council in the future. 7. Status Report on Heritage Adobe Wall at 15321 Quito Road (Sinsley) - The' Planning Director explained some of the history of this issue for the benefit of the new Commissioners and then reported ' on the current status of the relocation of the wall. No action was taken. 5. Discussion of Interview Date for Heritage Preservation Commission Applicants - The Council agreed to interview Commission applicants at 6:30 p.m. on April 7 in the Administration Conference Room prior to their regular meeting. The City Clerk was directed to notify the applicants of this. 9.
