SARATOGA' CITY COUNCIL
TIME: Tuesday, May 25, 1993 - 7:30 p.m.
PLACE: City Hall Administration Meeting Room, 13777 Fruitvale Ave.
TYPE: Adjourned Regular Meeting/Joint Meeting with Youth Commission
1. Roll Call
Councilmembers Burger, Kohler, Monia, Tucker and Mayor Anderson were
present. All Youth Commissioners were present except Cheng, Gupta,
Martin, and Morimoto.
2. Report of City Clerk on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda for this meeting was
properly posted on May 21. The notice of adjournment from the May 19
Council meeting-was properly posted on May 20.
· 3. committee Reports
a. Warner Hutton House
Anita Chu described the summer classes planned for the House.
b. Teen Recreation
Artira Chu reported that there had been four ski trips and one overnight
trip. She presented a basic overview of successful Youth Commission
trips and the plan to expand overnight trip and continue Disneyland
trip. She answered Councilmembers' questions as to trip prices and the
age range of participants.
c. Public Relations/Advertising
Wendy Burg and Brady Kellog explained the measures taken to promote a
good image of the Youth Commission. They had a booth at the Saratoga
High School Health Faire, a column in the Saratogan, they won 2nd place
for best decorated car in the Saratoga Parade, and they held an art
show during the Village Open House the day after Thanksgiving. All
commission members are responsible for publicity in their school
newspaper and daily announcements.
Councilmember Tucker suggested that announcements be placed at the'
Library (electronic ticker tape) for publicizing community events.
d. Merchants
Renee Kuo stated that one of the reasons the Youth Commission was
established was to improve relations with local merchants; improve
teens' image and increase interaction; started Job Binder two years
ago; next year will start connections with College and Career Center at
Saratoga High School; includes babysitting jobS, office work; about 5-
10 people a week come in to review the job announcements. Renee has
put articles in the Chamber of Commerce newsletter.
e. Dance
NicOle Behnke gave an overview of dances, disk jockeys, etc. She said
the next dance would be June 4. Dances are chaperoned by Youth
Commissioners and parents; refreshments are sold.
f. Music
Steve Adams and Zack Gill reported on the third annual Music. Fest which
took place last year. It included six high school bands and dollar
prizes for first through third place. It improves each year with
original and diverse music, booths (i.e. hairbraiding, facepainting,
Rain Forest Club, etc). We also sold T-shirts. Judges this year were
members of Bay Area bands.
g. Fundraising

Karen Randisi explained entertainment books to sell next year; average
of $40/event. Other suggestions are selling popcorn or get
international clubs to sell food at events.
vlc Monia suggested that members of the City Council help solicit
donations from businesses here in Santa Clara County. He agreed to
meet with the City Manager and Recreation Director.
h. Warner Hutton House
Cameron Orr reported that signups started out strong. There are
approximately 60 members. The house is now free to encourage more
participation. Sixth and seventh graders are the biggest users.
Zach explained the survey conducted by Commissioners. Thirty-two
parents participated. The proposed hourly rates would cost families-
more than $100 per month. Over 85% were opposed.' The House represents
an opportunity to branch away from parents and freedom, not a day care
center.
Possible solutions to the rates would be yearly or monthly fees, or no
fees. If there were a fee, kids would go to the library or home.
Socialization and learning social skills is an important part of the
House--simply "hanging out" is OK. There is a new 10+ apparatus where
kids can talk. Need more people to get better video games. Otter Pops
or pizza on Wednesday is a small amount of money. Let parents know
what they are getting. Need to get more advertising and make money.
Channel 6 video to advertise.
4. TVusage at the Warner Hutton House
Parents surveyed felt TVwas okay as an option for their children. MTV
would be regulated. Council indicated TV could continue to be used.
5. Poppy seed planting program
Connie Ing explained the community service program, along Heritage
Lane/Saratoga Avenue and in front of the Library. In less than six
hours of work, weeds, rocks, etc. were cleared out as a result of Betty
Peck's suggestion. Poppy seeds were planted, and it is the'goal of the
Commission to complete all of Heritage Lane.
Saturday Night High School Program
Janet Chu reported that the program was for high school students only;
June 19 is opening day, and hours are 8:00-12:30. Like to have
espresso machine because it is a good way to promote the Warnet Hutton
House among teenagers. Started passing flyers out, going to have food.
7. Youth court
Wendy Berg reported that Ted Atlas is the School Resource Officer. The
Youth court handles real cases where the accused are judged by their
peers. The theory is that the peers give the sentence, so it will be
followed by the accused. Youth are harder on their peers. The
punishment can be community service, education, rehabilitation, essays,
or serving as jurors.
S. New fee schedule for Warner Hutton House ~sage
Youth Commission opposes charging an hourly rate for participants of
the house. They would like to come up with a different way to recover
the expense of $14,000 associated with staffing the after school
program. They didn't have a solution to this problem.
9. Suggestions for improving Youth Commission
Adopt-a-Creek program to pick up trash, monitor, etc.
The name will be "The House" or "The Warner Hutton House" ~not "Teen
Center").
The survey shows that kids feel there is a good staff. More homework

time is needed. Most comments were positive. The Youth Commission
should work more on publicity about their programs and activities.
The community should be notified about what the Youth Commission is
doing. There should be commissioners from all Saratoga schools.
10. Adjour-ment'
The Commission expressed its thanks to staff member Beverly Tucker.
The meeting was adjourned at 9:38 p.m.
