SARATOGA CITY COUNCIL
TIME: Saturday, July 10, 1993 - 9:30 a.m.
PLACE: City Manager's Office, 13777 Fruitvale Ave.
TYPE: Special Emergency Meeting
1. ROll Call
Mayor Tucker convened the meeting at 9:30 a.m. Councilmembers
Anderson, Burger, Monia and Mayor Tucker were present. Councilmember
Kohler was not present at roll call. Public Works Director Perlin was
present as Acting City Clerk.
2. Emergency Ordinance Prohibiting Targeted Picketing of Residences
Mayor Tucker explained why she had convened the special meeting. The
Sheriff's Department had alerted the City at 8:45 a.m. of a targeted
picketing of a residence on Kilbride Drive. Mayor Tucker felt it was
necessary to convene a special emergency meeting of the City Council
to adopt the previously-introduced ordinance as an emergency ordinance
to provide the Sheriff's Department with the authority to enforce the
ordinance. The Director of Public Works attempted to contact the City
Attorney for advice on how to proceed but was unable to do so.
ANDERSON/MONIA MOVED TO PLACE THE ORDINANCE ON THE AGENDA AS AN
EMERGENCY MATTER. Passed 4-0.
ANDERSON/BURGER MOVED TO ADOPT ORDINANCE AS AN EMERGENCY ORDINANCE.
Passed 4-0.
MONIA/ANDERSON MOVED TO ADVISE THE SHERIFF OF THE NEW ORDINANCE.
Passed 4-0.
Councilmember Kohler arrived at 9:45 a.m.
3. Adjournment
The meeting was adjourned at.9:52 a.m.

Government Code 54956.5, which requires that media which have requested
notice of special meetings be notified one hour in advance of the
meeting. Since no written requests are on file, none were notified.
