HomeMy WebLinkAbout10-12-1993 City Council Minutes MINUTE8 SARATOGA CITY COUNCIL TIME: Tuesday, October 12, 1993 - 5:00 p.m. PLACE: City Hall Administration Meeting Room, 13777 Fruitvale Ave. TYPE: Adjourned Regular Meeting/Joint Meeting with Planning Commission ~ 1. Roll Call Councilmembers Anderson, Burger, Kohler, Monia and M~yor Tucker were present. Planning Commissioners Asfour, Caldwell, Jacobs, Kaplan, Murakami, Wolfe and Chairperson Moran were present. Staff. members present were City Manager Peacock, Community Development Director Curtis, and Associate Planner White. 2. Report of City Clerk on Posting of Agenda Pursuant to Government Code 54954.2, the agenda for this meeting ado from was properly posted on October 9. The notice of j u~nment the October 6 Council meeting was properly posted bn October 7. 3. Closed Session on Litigation relating to West valley college and the city,s stadium prohibition ordinance The closed session was conducted from 5:00 to 5:45 p.m. 4. Open Space Element Mayor Tucker passed out her written comments and referred to suggested changes which have come in through further written communications. These were gone over as the comments became relevant as the City Council and Commission reviewed the document page by page. A number of changes were agreed to and are to be incorp~orated into the final document. It was generally agreed to reserve the word "shall" for policies and "should" forimplementation measures. Staff to make all changes and prepare the marked-up version for final hearing. Show all changes. 5. Sphere of Influence Referred to letters: 7/9/93 Mid-Peninsula Open space District 10/12/93 Giberson 10/12/93 Greenbelt Alliance 10/12/93 The Committee for Green Foothills 9/27/93 Walton In response: Dorothy Warren, Bohlman Road, wrote letter previously. Don't want to be part of Sphere of Influence. Options to pursue: 1. Cooperative agreement with County on development standards and review of same. 2. Agreement with Monte Sereno re: Eastern Boundary~. 3. Sphere of Influence to Viewshed 9nly. Council agreed to have these three options pursued !as soon as possible. City Councll Minutes 2 OctOber 12, 1993 Commissioner Caldwell suggested that it would be helpfdl to all if Council could articulate a policy as to the steps itsintends to take and how they would serve to protect the existing outlying hillside areas. 6.
