Meeting with Se.ratoga Union School District Bd./Jt. Meeting with Public Safety Commission JOINT MEETING WITH SARATOGA UNION SCHOOL DISTRICT BOARD 7:30 p.m. Redwood School Library, 13925 Fruitvale Avenue 1. Roll Call Councilmembers Anderson, Burger, Monia, and Mayor Tucker ~ere present. Councilmember Kohler was absent. Trustees Dayle Moore, Ron Adolphson, Cindy Ruby, Jill Hunter, and Sue Masiello were present. 2. Report of City Clerk on Posting of Agenda The City Clerk reported that pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on March 4. Fhe notice of adjournment from the March 2 Council meeting was prope]~ly posted on March 3. 3. Crossing Guard/Safety Issues - Traffic conditions at district schools Community Input: Need crossing guard at Herriman. Student education needed as to how to cross safely. Traffic risks around Oak St. School - letter presen2ed. Fruitvale not good enough to bike on, needs to be .mproved or allow bikes on the paths. Remove free right turns at Fruitvale and Saratoga. Crossing guard says every school needs crossing g ards and all major intersections as well. How to proceed - set up joint committee: School - Hunter, Masiello City - Monia, Anderson There was consensus to continue the meeting for one month, no date certain - verify. The meeting was then recessed to a meeting with the 'ublic Safety Commission which was convened at City Hall at 8:45. JOINT MEETING WITH PUBLIC SAFETY COMMISSION Administration Meeting Room, 13777 Fruitvale Avenue Councilmembers Anderson, Burger, Monia and Mayor Tucker ~ere present. Public Safety Commissioners present: Biastar, Dowdy Fredericks, Hexamer, Johnson, O'Rorke; absent, Gaskell. Staff members present were City Manager Peacock, Public W>rks Director Perlin, City Codes Administrator Oncay, and Commun_ty Services Assistant Reeve. The City Clerk repeated that pursuant to Government Code 54954.2, the agenda for this meeting had been properly posted on Ma2Fch 4. The notice of adjournment from the March 2 Council meeting had been properly posted on March 3. 1. Accomplishments 1993 Ken Johnson reported on the year's accomplishments. He discussed accomplishments in the areas of Sheriff's Department, Fire Safety, Traffic Safety, Emergency Preparedness, Railways, Bicyc.e/Pedestrian Ways, Schools and School Resources Officers, Communj5y Outreach, Highway 85 Impact and Emergency Medical Response. 2. Traffic Ken Biastar presented traffic accident statistics analys] from 1/1/91 through 10/30/93. City Council Minutes 2 [arch 8, 1994 a. Speed Control - Reviewed variouslocations 2n City where neighbors are asking for some form of speed comtrol. b. Route 85 Impact - Taking traffic counts in May ~nd will take again six months after freeway opens. c. Crossing Guards - Are a citizen concern. d. Policy Manual Develop a traffic policy man' al.including procedure for routing traffic concerns through the system. e. cox/Quito signal Public Safety Commission t. review next month, invite local neighborhoods to input. 3. Neighborhood Watch/Community Outreach Dowdy read report from Gaskell. She has been unslccessful in interesting new neighborhoods and sustaining existing croups. Hugh will be taking over effort for this year. Part of proble~ is that City doesn't have a serious crime problem. Need to make commulity aware of the safety efforts made by the City. Focus over next 12-18 months: 1) Increase efforts of the public safety services themselv s, 2) Expand use of available public media, 3) Update public safety brochure, 4) Route 85 Introduction Program, and 5) Increased Commis: loner public interaction. 4. City Council/Commission Administration a. Review of Charter by Gene O,Rorke b. Communications - need for request forms. Reviewed need for formalizing communication. City Ma]ager reviews current Council policy, requests from Council will come writing and recommended actions to the Council should come from the ommission in writing as well. Include in communication policy nd place in Commissioner's Handbook. 5. Budget Review Dowdy conveyed the problem of finding solutions which m change with the opening of the freeway. Solutions: a. Restore the evening traffic car. b. Purchase one or two radar trailers with sur[ us jeeps to mount them on. c. Restore the annual recognition event. 6. City Council Priorities for Public Safety Commissio a. Safe route to school - what needs to be )ne to deal effectively with safety for school children. b. Develop a library of communications as a part o the outreach program, public safety corner in Saratog]n, an the like. 7. Relocation of Sheriff,s Westside Station Does City want to keep station in the City? Absolutely] How about the college? Check with Leo Chavez. OTHER CITY COUNCIL ITEMS 1. Booking Fees Issues: a. Write letter to Board of Supervisors concernin increase in booking fees. MONIA/ANDERSON MOVED TO WRITE LETTER. Passed 4-0 (Kohle absent). b. Amicus Support for Booking Fees Lawsuit filed City of San Jose ANDERSON/MONIA MOVED TO SUPPORT THE LAWSUIT. Passe, 4-0 (Kohler city Council Minutes 3 [arch 8, 1994 absent). 2. Award of Construction Contract for Prospect Road Visual Barrier to Serrano and Cone in the amount of $29,749 ANDERSON/BURGER MOVED TO AWARD THE CONTRACT AS RECOMMENDEE Passed 4-0 (Kohler absent). 3. other a.
