SARATOGA CITY COUNCIL
TIME: Tuesday, May.24, 1994 - 7:30 p.m.
PLACE: City Hall Administration Meeting Room, 13777 Fruitvale Ave.
TYPE: Adjourned Regular Meeting - Jt. Meeting with Youth Commission
and Continued Jt. Meeting with Finance Committee
1. Roll Call
Councilmembers Kohler, Monia and Vice Mayor Burger were present.
Councilmember Anderson (who arrived later as noted below) and Mayor
Tucker were absent.
Staff members present were City Manager Peacock, Recreation Director
Pisani, and Recreation Person Tucker. Youth Commissioners present were
Tsai, cohn, Smith, Gujral, He, Gloege, Berardo, Adams, Lee, Behnke,
Chu, Cristol, Wasserman, Breitenbach, Yamada, Azad, Ing, Tappan.
2. Report of City Clerk on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda for this meeting was
properly posted on May 20. The notice of adjournment from the May 18
Council meeting was properly posted on May 19.
3. Joint Meeting with Youth Commission
A. Car Pooling - Cooperation with College - not discussed.
B. Commission Reports
1) Poppy planting - Amanda Lee reported that poppies had
been planted along Saratoga Avenue and wildflowers in
front of the Community Library sign. The flower seeds
were donated by Billy Gloege.
2) Adopt-a-Highway - Shiasta Azad explained the program
for next year - clean a two-mile stretch of Highway
85 several times next year. Don't know where as yet.
3) Training - Chad Berardo reported that training covered
two days this year at Mariani vineyards for team
training. Brought group close together. Overnighted
at Warher Hutton House. Next day viewed videos on
how to conduct meetings. Training for next session
will be in late August.
4) Toga Palooza - Sean Adams reported that the concert
put on for Saratoga High School students was very well
attended. Three concerts/dances held each with more
· people. Over 500 attended the last concert, which
grossed $1100.
5) Celebrate Saratoga Parade - Doug Tsai reported that
the Commission had entered a float last fall; theme
was saving the environment. Float was pulled and
pushed by members, not towed by trucks. Received
first prize award for the float.
6) Music Fest 1993 - Connie Ing said that the Fest was
held last September 11. Featured local bands, raised
over $500 for the commission, promotes commission as
kickoff event of the year. Attendance was 600-700.
7) Interaction with other groups - creek cleanup
committee of Parks & Recreation, youth court.
8) Ski Program - Doug Breitenbach reported on the Bear
Valley Trip, Utah Trip, discount cards, grossed
$14,000 on all trips.
9) Disneyland Express - Nicole Behnke stated that 28 kids
went at cost of $178 each for two day trips - grossed

$4,912 from trip. Travelled by plane this year.
10) Art Show - Sydney Cohn reported that the show had been
held November 26, 1993, during Village Open House at
Pacific Western Bank featuring ten youth artists.
11) High School Dance - Ali Tappan said the dance would
be this Friday at Community Center.
12) Middle School dances - Chip Yamada said that the
Commission had held two at Community Center; attended
by 300 each.
13) Warnet Hutton House - Lynn Wasserman reported there
were fifty regular members - $4780 earned in fees.
25 kids also drop in each day. New vending machine
making $125-150 per week. New student open house
scheduled for June 3.
14) Coupon Books - Lisa Cristol said the books sold for
$10 each and $245 worth were sold.
15) Fund Raising - Janet Chu reported on the Carnation
sale, cookies and lemonade at family concerts; raised
over $2,000.
16) Youth commission Appointments - Keyin Ho thanked
Council for its decision to limit number to 12 to 15-
for next year. Recruitment for this year has been
highly publicized.
Would like to do more outdoor activities as they believe events will
be better attended. Current noise issues limit possibilities.
AnOther problem is finding enough adult chaperons to handle th~ events.
Maybe some of the older kids could take some of that burden. Can work
for middle school functions but much harder for high school functions.
What's the feeling about the School Resource Officer? The Los. Gatos
situation has created problems recently, but he has made a big
difference. Perhaps as the Los Gatos situation calms down, things will
pick up again. Sheriff still needs to understand that they often
overreact. Need more Atlas and Downey types to deal with youth
situations.
One new opportunity is a trip to the new ice arena in downtown San
Jose.
4. Joint Meeting with Finance Committee (continued from 5/10)
Councilmembers Anderson, Kohler, Monia and Vice Mayor Burger were
present. Mayor Tucker was absent.
Finance Committee Members present were Hilton and Koen. Committee
Members Raiswell (who arrived later as noted below) Low, and Ousley
were absent.
A. Privatization study prepared by the Committee
Bob Hilton presented his strategy for dealing with limited resources
and still providing services by considering privatization of more City
services.
One cost to avoid is the cost of layoffs, unemployment leaves,
insurance coverage.
Look at landscaping and park maintenance and street maintenance but as
a general policy Council wants all new services to be considered for
contracting as a first option., This should be an ongoing process, but
unless savings are significant City should consider keeping services
in house.
B. Compensation study prepared by the Committee
City Council Minutes 3 May 24, 1994
Phil Koen presented the report for Charlene Low and James Ousley, who
were not present. Compared salaries for six management and twelve non-
management positions.
Peter Raiswell arrived at 9:33 p.m.
The Council asked that corrections be made and that comparison be done
by population as well; since this will be part of the City records, it
should be accurate.
The Committee recommended review of the compensation program.
Councilmember Monia looked at page 11 and said that the spread between
Saratoga and the Survey is about 32%. Then this should be studied in
greater detail. Anderson suggested the City do a professional study
to provide an independent analysis of compensation. Others agree that
a study is in order to look at the whole issue of compensation and
salaries. Agendize for June 1 meeting. Focus on Codes Administrator,
Assistant to City Manager, Recreation Director.
C. Impact of giving up retail zoning to housing
Councilmember Monia asked the Council to have the Committee consider
this as a project for the next year. Rest of Council agreed.
D. Economic Development staffer or contractor - report
prepared by City Manager
City Manager presented a brief outline on the model process normally
followed and how a program was put together by the City of Los Altos.
E. Comparative Revenues study prepared by the Committee
Phil Koen presented his study on comparative analysis of revenues
between Saratoga and five comparable cities.
Mr. Koen passed out his written comments on the budget.
5. Discussion of Whether to Take a Position on Statewide Smoking
Initiative
ANDERSON/MONIA MOVED TO OPPOSE THE INITIATIVE AS A MOVE AGAINST LOCAL
CONTROL. Passed 4-0.
6. Resolution declaring weeds and brush a public nuisance and
setting hearing
ANDERSON\MONIA MOVED TO ADOPT THE RESOLUTION. Passed 4-0.
7. ADJOURNMENT
The meeting was adjourned at 10:4'5 p.m. to a closed session for the
purpose of meet and confer instructions to the City Manager in Meeting
with the Saratoga Employees Association.
