SARATOGA CITY COUNCIL

1. Roll Call
The meeting was called to order at 7:35 PM. Councilmembers
Jacobs, Tucker, Moran, Wolfe and Mayor Burger were present.
Staff Present: City Attorney Riback, City Manager Peacock, Public
Works Director Perlln
2. Report of City Clerk on Posting of Agenda
PUrsuant to Government Code 54954.2, the agenda for this meeting
was properly posted on February 3. The notice of adjournment from
the February 1 Council meeting was properly posted on February
2.
The City Council agreed to move the items relating to the self-
evaluation of the February 1, 1995 meeting and discussion on
political signs to later in the meeting.
3. Adjournment to Closed Session on Personnel Matters
The City Attorney requested adding the Baykeepers litigation to the
closed session agenda, as a request for further settlement talks
came up after the agenda for the meeting had been posted.
Moved by Councilmember Tucker, seconded by Councilmember Wolfe to
agendize as an urgency-item. Passed 5-0.
The City Council adjourned to closed session at 7:38 PM.

CONFERENCE WITH LEGAL COUNSEL-EXISTING LITIGATION
Pursuant to Government Code Section 54956.9 (a):
Name of case: San Francisco Baykeepers vs. City of Saratoga
4. Reconvene into open session
The City Council reconvened at 10:30 PM to open session. All
members of the City Council were present.
Also present: City Manager Peacock.
The Mayor announced that no decision on closed session matters had
been reached and that the personnel matters would be continued for
further closed session discussion on February 13, 1995 at 7 PM.
5. Self-evaluatlon
The PUblic Works Director was complimented for his report on the
Pavement Management Program. The City Council expressed its hope
that development for future handling of the freeway noise matters
can continue to be focused through the efforts of Councilmembers
Tucker and Wolfe. Councilmember Tucker reported on further
documents provided by Mr. Grebenkemper regarding sound attenuation
methods. Vice Mayor Jacobs commented about the Metropolitan
Transportation Commission report about how short Caltrans is of
funds to maintain the current freeway system and expressed concern

that, given the funding situation, there was little likelihood that
funding would be provided to do sound attenuation work on newly
installed freeway noise walls.
The City Council confirmed that the role of Councilmembers Tucker
and Wolfe is to act as lialson tc~ the community group working on
freeway noise and to help the group focus on issues and solutions.
6. Followup from January7 Town I[a11 Meeting concerning Polltical
Signs in Publio Right of Way
Staff was asked to forward its research as to whether such signs
have been prohibited in the public right of way by other cities.
Councilmember Tucker suggested that the Santa Clara County Cities
Association be asked to take this issue on as a research project at
its meeting the following Thursday. She would ask that SCCCA
review the current ordinances in other cities as they relate to
political signs to see who does what. Council agreed to have
Councilmember Tucker make such a proposal.
Mayor Burger and Councilmember Wolfe indicated that they were
satisfied with the current ordinance. The other members of the
City Council indicated that they were more favorably disposed to
limiting the placement of'political signs to private property. If
it turns out that the SCCCA decides not to study the matter, then
the community Development Department will be requested to get
copies of other cities' ordinances for council review.
7. Annual Salary Pool for Management Employees
It was moved by Councilmember Moran, seconded by Councilmember
Tucker to continue this item to February 13, 1995. Motion passed
5-0.
S. Resolution amending Resolutlon 85-9.69 setting Management
Salary Ranges for FY 1994/95
It was moved by Councilmember Moran, seconded by Councilmember
Tucker to continue this item to February 13, 1995. Motion passed
5-0.
9. Adjournment
The meeting was adjourned to February 13, 1995 at 7 PM for closed
session items only, the time being 11:17 PM.
