HomeMy WebLinkAbout03-10-1995 City Council Minutes MINUTES SARATOGA CITY COUNCIL TIME: Friday, March 10, 1995 - 2:00 p.m. PLACE: Council Office, 13777 Fruitvale Ave. TYPE: Emergency Meeting 1. Roll Call The meeting was called to order at 2:03 p.m. Councilmembers Jacobs, Wolfe and Mayor Burger were present. Councilmember Moran arrived at 2:05 ,p.m. Councilmember Tucker was absent. Also present: City Manager Peacock, Community Development Director Curtis. 2. Report of City Clerk on Posting of Agenda Pursuant to Government Code 54956.5 this meeting was called by the Mayor on March 10, and all designated newspapers and radio or television stations were properly notified; these minutes and the list of persons notified were properly posted on March 13 and will remain posted for a minimum of ten days. 3. Emergency Procedures and Status Mr. Curtis explained emergency procedures in general and reviewed the status of various problems which the storm had caused. He noted that all phone calls were logged in so that staff ensure that all problems were dealt with. He reviewed the status of various problems which the storm had caused and noted that staff had thus far been able to provide immediate response. In answer to Councilmember Jacobs, Mr. Peacock noted that there was a deputy in the Emergency Operations Center, and coordination with the Sheriff was being maintained. In answer to Councilmember Wolfe, Mr. Peacock stated that the ~ublic Works staff had started work at 3:00 a.m. the previous day. Today they had not needed to start until 7:00 a.m. He pointed out that it was very important to get barricades and other devices set up before dark because of the difficulty of operating after dark. Mr. Curtis added that shovels, sand and sandbags would be available in the Corporation Yard after hours for the use of the public. Mr. Peacock stated that Radio Station 1610 AM was being updated periodically. At present, damages appeared to amount to about $150,00 private property damage and $200,000 public property. In answer to Councilmember Wolfe, Mr. Peacock stated that the County had not yet declared a County-wide emergency. The City Manager had declared a local emergency because of damage to the Pierce Road and Quarry Creek area which the City might not be able to handle. Mayor Burger noted that the declaration of an emergency allows the City to apply for federal aid and follow certain emergency requisition procedures. Mr. Peacock added that an emergency declaration also activates mutual aid agreements. WOLFE/MORAN MOVED TO AFFIRM THE DECLARATION OF A LOCAL EMERGENCY AS DECLARED BY THE CITY MANAGER ON MARCH 10, 1995. Passed 4-0. ~he staff described further preparations for possible future contingencies, such as the need for emergency shelter.
