SARATOGA CITY COUNCIL
TIME= Saturday, October 14, 1995 - 10:00 a.m.
PLACE= Senior Center Large Room, 19655 Allendale Ave.
TYPE= Adjourned Regular Meeting/Town Hall Meeting
1. Roll Call - Mayor Jacobs, Vice Mayor Moran, Councilmembers Burger,
Tucker and Wolfe were all present.
2. Report of City Clerk on Posting of Agenda
The city clerk reported that pursuant to Government Code 54954.2, the
agenda for this meeting was properly posted on October 6. The notice
of adjournment from the October 10 Council meeting was properly posted
on October 11, 1995.
3. Town Hall Meeting on Youth and the Community
Mayor Jacobs introduced the members of the city council and staff
present and thanked those in the audience for coming to the meeting.
Vice Mayor Moran and Councilmember Tucker explained that the purpose of
the Town Hall Meeting today was to hopefully launch and effort to
create a plan for identification of-and developing a response to needs
of the young people of the community. Councilmember Tucker referred to
the efforts of the City of Claremont in this area and the plan they
have developed over the past several years as one example of what other
communities are doing.
A video tape produced through the League of California cities which
discusses the problem of youth and crime and demonstrating some
successful programs to combat this problem was shown.
The following are the entries on the easels which came from the
discussions which followed the showing of the video tape and the self
introduction of the participants at the meeting.

- Activity nights (street dance)
- Youth center (re-open)
- Organized events on weekends in town (for high school age young
people)
- More facilities in better shape at schools for after school use
- Drugs, Alcohol, Gangs are here but biggest problem is alcohol
- A lawn area to play on
- 1/3 of all 6th graders say they are at least part-time latch key
children
- High school--emphasis on weekend activities is most important

- & teen activity page in the newspaper, not just the Falcon at
Saratoga High
- Coordinate facility use and availability to try to provide
something each week at a different location
- Homework center (Redwood School)
At the conclusion of the meeting individuals were asked to sign up if
they are interested in participating further in the formation of a
working group to develop a Youth'Action Plan for Saratoga.
Mayor Jacobs announced that the next Town Hall Meeting, scheduled for
January 13, 1996, will be devoted to the subject of Business
Improvement and Promotion..
The meeting was adjourned at 12:00 noon.
