HomeMy WebLinkAbout12-03-1996 City Council Minutes MINUTE8 SARATOGA CITY COUNCIL TIME: Tuesday, December 3, 1996 - 7:00 p.m. PLACE: Civic Theater, 13777 Fruitvale Ave. TYPE: Adjourned Regular Meeting 7:00 - Pledge of Allegiance The pledge was led by Sarah Lombardo. 1. ROll Call Councilmembers Moran and Wolfe and Mayor Jacobs were present. Councilmembers Burger and Tucker were absent. 2. Report of City Clerk on Posting of Agenda Pursuant to Government Code 54954.2, the agenda for this meeting was properly posted on November 27. The notice of adjournment from the November 20 Council meeting was properly posted on November 21. 3. Actions in Connection with 1996 Regular Municipal Electlon A. Report of City Clerk on Official Canvass of Ballots from Registrar of Voters The City Clerk reported the results of the election as certified by the Registrar of Voters. Measure K (Binkley General Plan Amendment) passed with 10,959 voting yes and 2,536 voting no; Measure L (Utility User Tax) failed with 6,687 voting yes and 6,764 voting no; Jim Shaw was elected with 7,935 votes; Stan Bogosian was also elected with 7,340 votes. B. ResolutlonApproving Official Canvass and Results Thereof WOLFE/MORAN MOVED TO APPROVE RESOLUTION 96-61. Passed 3-0-2 (Burger, Tucker absent). C. Administration of Oath of Office by the city clerk The City Clerk administered the Oath of Office to newly-elected Councilmembers Bogosian and Shaw. 1) Remarks by IncomingCouncilmember Bogosian Councilmember Bogosian described his vision of Saratoga's future as a healthy community, emphasizing the importance of schools, neighborhoods and a quality environment. He felt that more community involvement was needed and stated his intention to submit at the next Council meeting a list of changes in the conduct of Council meetings to encourage participation. 2) Remarks by Incoming Councilmember Shaw Councilmember Shaw expressed appreciation to his supporters, as well as to candidates Beth Wyman and Ann Marie Burger. He stressed the importance of hearing all viewpoints and making local government more responsive and easier to access. D. Reorganization of City Council The City Clerk declared the offices of Mayor and Vice Mayor to be vacant and asked for nominations. Wolfe/Bogosian nominated Gillian Moran as Mayor. There were no further nominations. Passed 5-0. Shaw/Moran nominated Don Wolfe as Vice Mayor. There were no City Council Minutes 2 December 3, 1996 further nominations. Passed 5-0.~ Mayor Moran welcomed the new members to the City Council and expressed anticipation at the prospect of working with them for the good of Saratoga. She then thanked Councilmember Jacobs for his excellent service as Mayor during 1995-96 and presented him with a plaque. Councilmember Jacobs then expressed the need for the entire Council to work together as a team and find common ground. Me said he looked forward to working with the new Councilmembers under Mayor Moran's leadership. 4. Oral Communications from the Public on Non-Agendized Items Mayor Moran announced that she was initiating a new procedure for oral communications. Members of the public, at their option, may sit on the stage with the Council rather than standing at the podium below the stage. No one appeared to speak. 5. Adjournment to Reception Mayor Moran adjourned the meeting at 7:30 p.m. to a reception in the Civic Theater Lobby to welcome the new Councilmembers. Respectfully submitted, Ha~r~R."Peacock City Clerk
