AN ORDINANCE OF THE CITY OF SARATOGA DESIGNATING
THE PROPERTY KNOWN AS THE JUDGE JAMES E. FOSTER HOUSE
AT 14510-14540 BIG BASIN WAY
(APN 517-09-071)
The City Council of the City of Saratoga hereby ordains as follows:
Section 1: After careful review and consideration of the report of
the Heritage Commission, the application and supporting materials, the
City Council has determined that the findings per Exhibit "A" can be
made and hereby designates the property at 14510-14540 Big Basin Way
as a heritage resource.
Section 2: This designation shall become operative and take effect
thirty (30) days from its date of passage.
This ordinance was regularly introduced and after the waiting time
required by law was thereafter passed and adopted this 17th
day of May " , 1989, by the following vote:
AYES: Councilmembers Clevenger, Moyles, Stut~an and Mayor Anderson.

EXHIBIT "A"
REPORT OF FINDINGS FOR HERITAGE RESOURCE DESIGNATION
OF THE JUDGE JAMES E. FOSTER HOUSE
(per Section 13-15.010 of the City Code)
1. The property meets selection criteria (a) in that it exemplifies
and reflects the early pioneer settlement period of Saratoga's
history.
2. The property meets selection criteria (b) in that it is identified
with Judge James E. Foster, Justice of the Peace and County
Roadmaster in Saratoga from 1892 to 1898.
3. The property meets selection criteria (c) in that the structure is
characteristic of the early pioneer style distinctive in Saratoga,
and even though the structure has been relocated and significantly
reconstructed, the owner has maintained the original appearance
and materials to closely resemble the original house.
