ORDINANCE N0.
AN ORDINANCE FIXING THE COMPENSATION OF THE CITY
CLERK~ ESTABLISHING THE OFFICE OF CITY ADMINISTRATOR,
AND ESTABLISHING THE DUTIES THEREOF.
The City Council of the City of Saratoga does hereby ordain as follows:
SECTION 1:
Sec. 1.1 The compensation.. for the City Clerk of the City
of Saratoga is hereby fixed and established at
the stun and rate of Five Hundred ($500.00) Dollars per month.
SECTION 2:
Sec. 2.1 There is hereby es~tablished the office of City
Administrator of the City of Saratoga. The duties
of said office shall be performed by the CityClerk's office and
said City Cle.rk shall be the Acting City Administrator of the City
of Saratoga. ,
Sec. 2.2 The basic functioff of the City Administrator shall
be to direct and coordinate all municipal services
and business affairs of the City, to enforce the effective execution
of City policies and ordinances'l,and' to advise and assist the Mayor
and the City Council in the conduct, of day to day City affairs. In
order to carry out the aforesaid basic function, the City Adminis-
trator shall have the following powers, duties and responsibilities:
(A) Municipal Activities:
1. To plan, direct, coordinate and review the services
rendered by such d:epartmants as are under his
jurisdiction.
2. Direct the executi.on of public services provided
by private individuals, firms or corporations.
3. To oversee the prompt and proper enforcement of all
ordinances and laws of the City.
$. To make an investigation and report, including
- findings of fact and recommendations based thereon,
on all complaints .lodged with or referred to him
concerning administration of City government and
its services, and on all applications and appli-
cants~for.~_municiDa~b.~mployment. Unless otherwise
directed the repor. ts of all investigations of
applicants for municipal employment shall be con-
fidential and not open to public inspection.
5. To make recommendations to the Mayor Eor Council
consideration of such actions as may come to his
attention as bein~ necessary or desirable regard-
ing basic City needs.
6. To be in~attendance at all meetings of the City

Council and City Planning o~m~ssion, and at all
meetings of committees of either of said bodies
as required by the ~espective public body.
7. To coordinate the preparation of and submit to the
Council a proposed annual budget showing past and
IY current financial status, anticipated revenue and
y~ estimated operating.and capital expenditures for
/I the budget planning~period. To quarterly review
the same and recommend any revisions deemed
necessary.
8. To prepare and submit to the Council proposed
administration procedures for the following:
City purchases, zoning and planning forms and
proposed procedures~ or procedural changes, and
a system of internal controls to safeguard
City assets against~ dishonest or negligence.
9. To perform such ot~er municipal functions as may
from time to time be delegated by the City
Council.
(B) Fiscal and Contractual A~thority:
The City Administr&t0r shall have such pov~ers for
:~ capital,operational and maintenance expendi'tures,
sale and purchase Of materials and equipment and
other fiscal and contractual powers all as may hereafter be
established, limited and set forth by resolution of the City
Council of the City of Saratoga.
This Ordinance was regularly introduced and after the waiting
.... time required by law was thereafte~ passed and adopted on this
