The City'Manage~ shall be the Director of Emergency Services. There is hereby created th& office of Assistant Director of Emergency Services, who shan,t be the Assistant to the City Manager. The Assistant Director shall exercise all powers ~ested by th~s chapter in the Dire'ctor in the event of the absence o~ ~nc~a'citfop~of ~the Director. Section 2: If any section,'-subsection, sentence, clause or phrase of this Ordinanc~ is fof'~ny reason held by a court of competent jurisdiction to be ihvalid~ such decision'shall not affect the validity of the remaining portions of this Ordinande. The City Council of the City of Saratoga hereby declares that it would have passed thi~ ordinance and each section, subsection, sentence, clause and phrase of this ordihance, i~respective of the fact that any one or more sections, subsections, sentences~ clauses or phrases be held invalid or unconstitutional. Section 3: This Ordinance shall be in full force and effect on and of the 30 days ~rom the da~e of its passage and adoption. The above and foregoing Ordinance was regularly introduced and of t~e waiting time required by law was therefore~passed and adopted by the City Councilof the City of Saratoga at s regular meeting held on the 17th day of Fe~rhary 1977.
