The proposed rezoning will not have a significant impact on the environment (Negative Declaration determined to be appropriate document). 2. A Site Specific Plan for Services was prepared for the City of Saratoga which indicates that services will not be sig- nificantly affected within the City. 3. The proposed rezoniHg to R-l-10,000 is consistent with the proposed General Plan Amendment. E4. The City Council, after conducting a public hearing in June of 1980, voted to support the annexation based on the ability tO make the necessary findings as required by LAFCO.
