A RESOLUTION OF THE CITY CUUNCIL
OF THE CITY OF SARATOGA OPPOSING THE PROPOSED
STATEWIDE LEGISLATION (SB 49)

California State Senate proposed statewide legislation ~S~ 4} to prohibit ~ local agel~cy or
redevelopment agency from providing financial assitanee to a sports stadium project that
in~rolves the relocation of ~. professional sports team franchise from the territorial jurisdiction of
one local agency to another wYthin the same market area;
w~IER~A the proposed statewide legislation is intended to preclude public~private
finar~1l assistance that includes but is not l~rnlted to: bonds or other forms of i~l.debtedness,
loans, grants, subsidies, guaranties, tai incentives, co~nveyancc of real property, rebates, rent
credits and other forms of direct ar indirect financial assistance to the professional sports
franchise, any of its developer partners, or ally of their af#iliates, contractors, or agents in
connection with a sports stad~un~ project; and
~V~RA the proposed statewide legislation is intended to apply specifically to a
franchise or other entity operated for the exh~bltlon ofNatlonal Football League games, and y
affiliate organised to develop or operate a sports stadxu~n;
w~IERI~~A the proposed statewide leglslatian's definition of "market area" is either a
geographic area that is recognised by the NFL as the territory for a pro~esionaX sports franchise
up to 1 ~~ miles or any other larger geographic area as the relevant market for the professional
