HomeMy WebLinkAboutCIP Budget Study Session DA IntroCIP Budget Study Session October 5, 2005 Introductory Remarks by City Manager Dave Anderson The Capital Improvement Budget (CIP) is different from the operating budget in that it covers projects that may span more than one year and are generally involve construction of new infrastructure or safety improvements, additions to parks or other major one-time expenditures. This study session is devoted to exploring the relative priorities for proposed and existing projects (which have not started). John Cherbone will first introduce the CIP, providing an overview of existing approved projects and proposed projects. Next, residents will be asked to provide input into the CIP process, providing testimony regarding existing and new projects. Residents may also suggest new projects for consideration or provide their opinion regarding the relative merits of various projects. The City Council will then prioritize existing and new projects. Council members will be given color coded cards representing each existing or proposed project. They will each place cards representing individual CIP projects into one of three priority categories: “must have”, “should have” and “like to have.” Councilmembers may then explain their priorities. A version of the CIP in an Excel spreadsheet will be on a laptop computer to provide real-time analysis. It will track the collective priorities of projects placed on the boards by City Council members and will display relative project rankings. At the end of the exercise, the Mayor and Council will provide conclusions and direction.
