MINUTES

ITEMS OF DISCUSSION
1. SD-90-004, UP-90-006, V-90-0.31 = PACHE, 14555 BIG BASIN WAY
Staff presented a summary of the project and the direction the
Planning Commission provided the applicant at the November 28th
public hearing. The applicant's architect then went through the
changes made to the plans per the staff recommendations. A
revised scheme was presented reflecting these changes; 5 unit in
configuration. Changes to the original proposal include the
following:
1. Horizontal wood siding in place of vertical siding.
2. A more traditional rectangular configuration of the units
themselves.
3. A lowering of the garage pad 1.5 feet; and
4. The opening-up of the solid patio railings above the under-
ground garage.
The Planning Commission raised concerns regarding the noise
impacts created by having residential units adjacent to a restau-
rant. The applicant responded with mitigation measures, such as
heavy insulation and construction, including double-paned win-
dows. Trash pick-up and clean-up staff would access the restau-
rant from big Basin Way rather than Fourth Street.
Commissioner Burger requested that extensive landscape plans be
provided at the next public hearing for the courtyard and yard
areas. She was also unsure whether the original diagonal facade
scheme or this scheme is more preferable. Chairperson Tucker

generally favored the project but expressed concern with regard
to the noise issues and the overall density. The applicant and
Commission agreed to schedule the item for the February 13th
public hearing.
2. Nancy Nelson was present to discuss the City's progress with the
revised recreational storage ordinance. Staff noted that a draft
ordinance will be available for the Planning Commission's and the
public's review at a study session in early February. The Com-
missioners asked that the item be scheduled as soon as possible
(January 29th).
