PLANNING COMMISSION
MINUTES

Moran & Tucker

ITEMS OF DISCUSSION
1. R-OS Zone - Residential Open Space Ordinance
The Committee of the Whole continued the review of the
proposed R-OS Ordinance. The completion of the review was
scheduled for 4/16/91. Staff was directed to prepare a
revised draft in accordance with the Commissioners' com-
ments, for this meeting.
2. Planning Commission Procedures
A. The Commissioners and staff went over the only three
decisions which the Planning Commission should be making in
a public hearing forum: approval, denial or continuance.
While this sounds overly simple, it was clarified that a
project is not considered approved unless each of the spe-
cific findings associated with a particular application are
made (either verbally or in a prepared resolution).
The Commission also agreed to include a summary sheet out-
lining the Planning Commission's decision making procedure
in all applications scheduled for a public hearing.
B. It was agreed that in the future, any Commissioners who
have had significant contact or correspondence with appli-
cants outside of the public forum, should state such prior
to, or during, the public hearing.
C. Continued to April 16th study session.
D. Applicants will be permitted one automatic request for
continuance which can be scheduled on the consent calendar.
Each additional request will require Planning Commission
consideration at a public hearing and the applicant will be
assessed a corresponding fee.

F. ~~Use of Consent Calendar~~ - The Commission agreed to
limit the consent calendar to initial requests for continu-
ance and resolutions which have already been voted on.
3. Review of Civic Center Plans
Preliminary City Hall expansion plans were narrowed down to
alternatives F and G at a previous Commission study session.
Of those two, the majority of the Commissioners favored
alternative F.
The Planning Commissioners also discussed their preference
to have the entrance from Allendale Avenue emphasized.
